Objectives

The primary objective of this tender is to supply and install three microprocessor-based traffic controllers at the Esikhaleni Mall Intersection, located at John Ross / Anglers Road, within the City of Umhlathuze. The project aims to enhance traffic management and ensure the intersection operates efficiently and safely, with a guarantee period of 12 months post-installation.

Scope

The scope includes:

• Supply and installation of three microprocessor-based traffic controllers at the specified intersection.
• Provision of all necessary hardware, wiring, small fixing materials, transport, and labour.
• Installation of a 1-meter concrete strip around each controller box.
• Connection of 20 meters of power supply cable from municipal power sources.
• Programming, testing, and commissioning of the controllers to meet the city’s requirements.
• Guarantee of full functionality for 12 months, with fault rectification within 48 hours if faults occur.
• Removal of old controllers and boxes to the city’s Traffic Signal section upon completion.

Technical Requirements

The controllers must meet the following specifications:

• Microprocessor-based, modular, and expandable from 4 to 16 phases.
• Support for GPS clock synchronization and remote management via GPRS or Ethernet (communications hardware to be included).
• Controller cabinet made from 2 mm galvanised steel with weatherproof sealing, vandal-resistant lock, and plinth-mount design.
• Galvanised circuit breaker box capable of housing up to 32 circuit breakers.
• Operate from 230 VAC, with a voltage window of 190-270 VAC, and withstand continuous voltages up to 500 VAC.
• Lightning and surge protection on mains input and all controller inputs/outputs.
• Modular design for easy on-site replacement of main modules.
• Compatibility with vehicle detection systems (inductive loops, magnetometers, camera detection) with 20 configurable detection inputs.
• Signal outputs with solid-state switching (16A triacs), with easy on-site replacement capability.
• Real-time clock with backup, supporting multiple plan schedules and holiday configurations.
• Support for up to 40 signal plans, selectable via time, day, or remote commands.
• Conflict and conflict monitoring, with emergency flashing mode in case of faults.
• Firmware stored on non-volatile memory; configuration files stored on micro SD card.

Skills Requirements

The contractor must demonstrate:

• Experience in installing and programming microprocessor-based traffic controllers, with verifiable references from previous similar projects.
• Authorization as a Traffic Signal Installer, with proof of OEM certification.
• Compliance with CIDB grading of 1EP or higher.
• Ability to provide proof of experience, including contact details and references.
• Capability to program, test, and commission the controllers to meet the specifications and ensure full operational status before leaving the site.
• Availability of spare parts and modules for on-site replacement and maintenance.
• Knowledge of local standards and regulations related to traffic signal installation and management.
