Objectives

The primary objective of this tender is to supply and install traffic signal controllers throughout the City of uMhlathuze, ensuring the maintenance, repair, and proper functioning of traffic signals, including timer signals, across various areas within the municipality. The project aims to enhance traffic management and safety by replacing, installing, reprogramming, and ensuring all existing infrastructure and instrumentation are operational.

Scope

The scope of work includes:

• Supply, replacement, and installation of traffic signal materials such as painted poles, signal aspects (2, 3, 5 aspect systems), termination boxes, flasher cards, straps, brackets, and various cables.
• Work across the western, eastern, and southern areas of the municipality, including Empangeni, Richards Bay, John Ross, Ngwelezane, and Esikhaleni.
• Reprogramming controllers to include timing amendments and additions as needed.
• Utilizing existing bolt-cages when replacing poles.
• Ensuring all electrical connections are water-tight and compliant with standards, with a Certificate of Compliance (COC) supplied.
• Performing installation, reprogramming, and upgrades within specified timeframes, with site visits and inspections.

Technical Requirements

The contractor must:

• Supply and install specified traffic signal equipment in accordance with municipality specifications.
• Work in designated areas, ensuring all infrastructure and instrumentation are functional and properly connected.
• Ensure all electrical connections are water-tight and certified compliant, providing a COC.
• Replace poles using existing bolt-cages and ensure proper backfilling and reinstatement.
• Reprogram controllers to include timing amendments and additional configurations as required.
• Work within the stipulated timeframes, with site visits arranged within 5 days of project commencement and completion within two weeks.
• Maintain safety standards, including PPE, traffic safety, and safety inductions, with a trained safety officer on site.
• Provide all necessary documentation, including safety files, OEM authorization letters, and proof of qualifications.

Skills Requirements

The bidder must demonstrate:

• Experience in traffic signal installation, maintenance, and programming, supported by reference letters or completion certificates for similar projects.
• Valid CIDB registration (minimum 1EP or higher).
• Qualified electrical personnel on site, with proof of qualifications and registration.
• Ability to supply OEM authorization for specified equipment.
• Capacity to work across multiple areas within the municipality, ensuring water-tight electrical connections and compliance with safety standards.
• Availability to commence work immediately upon award and to complete within the specified timelines.
