Objectives

The primary objective of this tender is to procure services for the replacement of MV (Medium Voltage) cable at the Duralumin Duct and Eutectic Point. The service provider is expected to carry out the complete replacement process, including excavation, cable jointing, pressure testing, and backfilling, ensuring the integrity and safety of the electrical infrastructure.

Scope

The scope of work includes:

• Excavation of a 2-meter deep and 2-meter wide trench in wet soil conditions.
• Crossing roads with two pipe jacking operations at the eutectic point and Duralumin duct.
• Cutting the existing MV cable and performing pressure tests post-removal.
• Making four proper cable joints with durable, failure-resistant joints.
• Ensuring the joints do not fail within one to two years after installation.
• Utilizing water pumps to manage wet conditions during work.
• Pressure testing the entire cable length after jointing.
• Backfilling the trench and restoring the area neatly.
• Obtaining necessary permits and isolations, with all switching and earthing carried out by municipal officials.
• Materials to be collected by the service provider from municipal stores using their transport.

Technical Requirements

The technical requirements specify that:

• The service provider must have qualified personnel to obtain permits post-isolation.
• All joints must be pressure tested and meet durability standards to prevent failure within a two-year period.
• The contractor must have water pumping equipment suitable for wet soil conditions.
• Materials and work must adhere to relevant safety and electrical standards, including compliance with the Department of Labour regulations and municipal safety policies.
• All switching, isolation, and earthing are to be performed by municipal officials.
• The contractor must have a valid electrical contractor registration and a good standing certificate.

Skills Requirements

The contractor and their personnel must possess:

• Registration with the Central Suppliers Database (CSD) and the Municipal Council Database.
• Proof of experience with at least three similar MV cable jointing projects.
• Qualified personnel capable of obtaining permits and performing pressure testing.
• Certified safety officers and SHE (Safety, Health, Environment) representatives with relevant documentation.
• Competence in handling high-voltage electrical work, including proper jointing, pressure testing, and backfilling procedures.
• Provision of a SHE file containing all safety and compliance documentation prior to work commencement.
