Objectives

The primary objective of this tender is to appoint a qualified supplier for the provision and delivery of road marking paints and associated thinners to support municipal infrastructure maintenance and road safety initiatives.

Scope

The contract encompasses the supply and delivery of the following quantities:

• 100 units of 25L White Road Marking Paint
• 10 units of 20L Thinners

Bidders must submit a formal written quotation valid for a minimum of ninety days from the closing date, inclusive of VAT where applicable. The successful supplier will be responsible for timely delivery according to municipal logistics and supply chain management protocols.

Technical Requirements

All supplied materials must strictly conform to the following specifications and compliance mandates:

• Product Formulation: Single-pack solvent-borne, high-build modified acrylic paint designed for easy application via brush or spray.
• Performance Criteria: Quick-drying (maximum ten minutes), weather-resistant, abrasion-resistant, highly breathable, and bright. The coating must guarantee a minimum service life of three months.
• Composition: White paint formulated with embedded glass beads for optimal road visibility.
• Standards Compliance: Must fully comply with SANS 731-1:2015 and SANS 731-2:2015.
• Certification Submission: Mandatory provision of certified copies of both SANS certificates. Certificates must be issued in the bidder’s or manufacturer’s name. If issued to a third party, a duly signed Letter of Intent from the supplier/manufacturer must accompany the certificates. Failure to submit these results in immediate disqualification.

Skills Requirements

The tender does not mandate specialized technical or engineering skills. Instead, it requires bidders to demonstrate robust commercial, administrative, and regulatory compliance capabilities:

• Valid company registration and identification documents for all managing directors.
• Active Tax Clearance PIN certificate and Central Supplier Database (CSD) registration.
• Current BBBEE certificate or verified affidavit (for EMEs/QSEs) detailing ownership structures.
• Proof of financial standing, including a current municipal account statement showing no arrears exceeding three months, or a valid lease agreement/SAPS affidavit.
• Capacity to manage inventory, fulfill delivery schedules, and maintain pricing validity for ninety days.

Unusual or Complicated Terms

2% Corporate Social Responsibility (CSR) Levy: Successful contractors will have a mandatory 2% deduction applied to every invoice submitted for payment. These withheld funds are pooled to finance municipal community development projects, including education, socio-economic empowerment, sports, arts, culture, and support for marginalized or differently abled persons. Bidders must pre-calculate and absorb this cost within their quoted unit prices.

Specific Goals Preference Scoring: The evaluation follows an 80/20 weighting system (80 points for price, 20 points for specific goals). Bidders may claim up to 20 preference points by proving at least 51% black ownership and 51% female ownership through official BBBEE documentation, sworn affidavits, or CSD reports. This mechanism aligns with national procurement legislation aimed at advancing economic transformation and historical redress.

Mandatory Procurement Declarations: The tender requires completion of standardized municipal bidding forms (MBD 4, 6.1, 8, and 9) addressing conflict of interest, past supply chain misconduct, and independent bid determination. These documents enforce anti-collusion measures, ensure ethical sourcing, and allow the municipality to reject bids linked to restricted suppliers or fraudulent practices.
