Objectives

The primary objective is to safely decommission a burst 1,500-litre geyser at the SAPS Chatsworth Academy facility and replace it with a fully compliant, high-capacity industrial hot water system. The project aims to restore uninterrupted hot water supply through rapid, professionally executed installation that strictly adheres to statutory safety standards, municipal regulations, and performance benchmarks within a rigid four-week delivery window.

Scope of Work

The successful bidder will execute a comprehensive, once-off replacement service encompassing:

• Demolition & Disposal: Drain, disconnect, remove, and environmentally dispose of the existing burst geyser and all redundant materials.
• Geyser Installation: Supply, deliver, and install one 1,500-litre Kwikot industrial electric geyser, complete with factory insulation, heating elements, thermostats, and mounting accessories.
• Plumbing Upgrades: Install new hot and cold water pipework (galvanized steel/copper), isolation valves, pressure control valves, temperature and pressure safety valves with discharge piping, vacuum breakers, non-return valves, and drain valves. Apply replacement lagging and insulation to all exposed pipework.
• Electrical Works: Disconnect and remove old electrical connections. Supply and install new cabling, isolators, glands, lugs, terminations, contactors, overload protection, and control equipment. Test distribution board capacity and replace minor electrical accessories as required.
• Testing & Commissioning: Conduct pressure testing, system balancing, full commissioning, site cleanup, and formal handover.
• Documentation & Warranties: Provide manufacturer warranties, plumbing completion certificates, electrical Certificates of Compliance (CoC), pressure test reports, commissioning records, operating manuals, and as-built layouts. Minimum 12-month workmanship warranty plus manufacturer warranties on vessel and components.
• Provisional Sum: An estimated budget allowance for unforeseen plumbing, electrical, or structural modifications identified during installation.

Technical Requirements

• All installations must comply with the Occupational Health and Safety Act (Act 85 of 1993), local municipal by-laws, and original manufacturer specifications.
• Materials and workmanship must align with SANS, ISO, BS, and DIN standards, specifically referencing PW 379 and STS 5 specifications for mechanical and electrical plant.
• System testing and load verification must be performed by a suitably qualified institution recognized under the OHS Act and Engineering Council of South Africa (ECSA) guidelines.
• Pricing must be firm, inclusive of all labour, materials, transport, and applicable taxes, with an 84-day quotation validity period.
• The contract enforces a strict four-week completion period from the date of the official order. Time is considered essential, and proportional financial penalties apply for delays.
• Bidders must submit fully completed official Department of Public Works forms, including tax compliance verification and Central Supplier Database (CSD) registration.

Skills and Qualification Requirements

• Contractor Grading: Hold a minimum CIDB (Construction Industry Development Board) contractor grading designation of 1 ME or higher, indicating proven capability for mechanical and electrical construction works.
• Licensed Personnel: Employ a PIRB (Plumbing Industry Registration Board) registered qualified plumber and a licensed electrician holding valid trade certificates and a Wireman’s Licence.
• Quality & Safety Compliance: Maintain current ISO 9001:2015 Quality Management System certification and provide a valid COIDA (Compensation for Occupational Injuries and Diseases Act) Letter of Good Standing.
• Experience: Demonstrate a combined historical project experience value of at least R200,000.
• Project Management: Submit detailed project plans, work schedules, and risk assessment documentation (DPW-09 form) upon contract award.
• Security & Procurement: Undergo mandatory security clearance procedures if required. Comply with preferential procurement regulations using the 80/20 scoring system, which allocates 80% of evaluation points to price and 20% to Broad-Based Black Economic Empowerment (B-BBEE) goals.
