Objectives

The primary objective of this tender is for SASSA to acquire suitable office accommodation in Johannesburg's inner city for a satellite office within the Gauteng region, for a period of five (5) years. The aim is to establish a decentralised, accessible office space that meets operational, legislative, and safety standards to facilitate efficient service delivery and support SASSA’s vision of innovative social security services.

Scope

The scope encompasses:

• Leasing existing office buildings in Johannesburg Inner City (CBD) with a minimum gross lettable area of 547.88 m² and five (5) undercover parking bays (on-site or within 100 meters guarded parking).
• The building must be in "white shell" condition, capable of customization to meet SASSA standards, including Tenant Installations (TI) within three months of award.
• Provision of parking, accessibility, and compliance with relevant legislation (National Building Regulations, Occupational Health and Safety Act, Municipal by-laws).
• Implementation of necessary tenant modifications, including electrical, plumbing, fire safety, and accessibility adaptations.
• Provision of backup water (minimum 8 hours or 10,000 liters) and power (generator or solar system) to ensure business continuity.
• Adherence to environmental sustainability standards, health and safety regulations, and accessibility requirements.
• Regular inspections, maintenance, and compliance with all statutory and safety standards throughout the lease period.

Technical Requirements

The technical specifications include:

• Building approval documents: approved plans, zoning certificates, occupancy, electrical, and plumbing certificates.
• Building in good condition, with minor renovations acceptable within specified timeframes.
• Accessibility features compliant with SANS 10400, including facilities for persons with disabilities.
• Energy-efficient electrical and mechanical systems, including backup power (generator or solar), air conditioning, lighting, and ventilation systems.
• Fire safety systems: smoke and fire detection, inert gas protection for archives, sprinkler systems where required, and firefighting equipment.
• Lift systems: passenger and service lifts, compliant with safety and accessibility standards.
• Environmental sustainability: certification by GBCSA, natural ventilation, energy-efficient fittings, and reduced greenhouse emissions.
• Provision of comprehensive maintenance and business continuity plans, including backup water and power systems.

Skills Requirements

The bidder must demonstrate:

• Experience in providing office accommodation to government entities or similar organizations.
• Capability to customize and adapt existing buildings to meet SASSA’s specifications and standards.
• Technical expertise in building compliance, including electrical, plumbing, fire safety, and accessibility standards.
• Proven ability to develop and implement maintenance and business continuity plans.
• Capacity to coordinate tenant installation works within tight timeframes (3 months) and ensure minimal disruption to operations.
• Knowledge of environmental sustainability standards and certification processes (GBCSA).
• Ability to conduct regular compliance inspections and provide ongoing maintenance and safety assurance throughout the lease period.
