Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct the annual review of the Multisectoral District Implementation Plan (MDIP) for HIV, TB, and STIs 2023–2028 within the Ehlanzeni District. The review aims to assess progress, evaluate the effectiveness of coordination and governance, analyze investment efficiency, strengthen accountability, and generate evidence to inform strategic adjustments for the remaining plan period. Additionally, the review seeks to provide recommendations for course correction, investment optimization, and to analyze emerging trends related to key health indicators.

Scope

The scope includes:

• Conducting a comprehensive, participatory review of the MDIP, involving stakeholders from government, civil society, private sector, research institutions, and community levels.
• Assessment of implementation progress, integration of gender, human rights, key populations, and community empowerment.
• Analysis of data from various sources such as DHIS, THEMBISA HIV Estimates, NHLS, NICD, national surveys, and program data.
• Mapping and visualization of vulnerable groups and areas, identifying misalignments and gaps.
• Evaluation of interventions including TB testing and treatment, STI management, HIV prevention tools, community mobilization, and demand creation.
• Preparation of detailed reports, including baseline and current performance, trend analyses, gap assessments, and recommendations.
• Delivery of final review report, executive summary, stakeholder presentation, and other specified outputs within 30 days of contract signing.

Technical Requirements

The service provider must:

• Demonstrate experience in conducting multisectoral health program reviews, particularly in HIV, TB, and STI contexts.
• Utilize participatory, mixed-methods approaches aligned with DAC guidance.
• Collect and analyze data from multiple sources including health information systems, surveys, and research reports.
• Engage stakeholders at all levels—national, provincial, district, and community—in the review process.
• Develop comprehensive tools, data collection strategies, and visualization methods, including mapping.
• Prepare detailed reports, presentations, and summaries that are clear, well-structured, and aligned with provincial outcomes.
• Complete the review within the stipulated 30-day timeframe.

Skills Requirements

The team must collectively demonstrate expertise in:

• Health program evaluation, particularly in HIV, TB, and STI sectors.
• Data analysis and interpretation, including quantitative and qualitative methods.
• Participatory research and stakeholder engagement.
• Report writing, management, and presentation skills.
• Mapping and visualization of health data.
• Knowledge of South Africa’s health policies, strategic plans, and multisectoral coordination mechanisms.
• Experience working with government health departments, civil society, and development partners.
