Objectives

The primary objective of this tender is to appoint a service provider to conduct airspace calculations within the borders of Metsimaholo Local Municipality landfill sites. The service aims to produce accurate assessments of remaining landfill capacity, determine available airspace, and analyze waste volume and density trends to support effective landfill management and planning.

Scope of Work

The scope includes the following responsibilities:

• Producing a 3D Digital Terrain Model (DTM) of the current landfill site levels using photogrammetry.
• Confirming licensed restrictions on landfill dimensions and determining remaining available airspace, referencing approved waste licenses or environmental authorizations.
• Calculating available airspace based on minimum waste disposal requirements if restrictions are absent.
• Correlating waste tonnage with volume to determine in-situ waste density, using provided waste data.
• Comparing current survey data with previous years to identify volume accumulation rates and remaining capacity.
• Estimating volume and capacity trends in the absence of previous survey data, based on incoming waste data.
• Providing profile sections of the landfill indicating current state and remaining airspace.
• Optimizing fill sequences and compaction ratios where applicable.

Technical Requirements

The technical specifications include:

• Utilization of photogrammetry to generate accurate 3D models.
• Personnel must be capable of walking on active waste faces or be supervised by a qualified engineer.
• The service provider must confirm licensed restrictions on landfill dimensions and environmental compliance.
• Provision of detailed profile sections showing current landfill status and remaining capacity.

Additionally, the service provider must work with the following data provided by the client:

• Landfill site availability status.
• Previous year's topographic survey data (if available).
• Waste data (by weighbridge or manual tally sheet).
• Waste license or environmental authorization documentation.

Skills Requirements

The successful bidder must possess:

• Environmental or land surveying expertise with accreditation from a recognized professional body.
• Experience in environmental studies, landfill management, or related projects.
• Proficiency in photogrammetry and 3D terrain modeling techniques.
• Qualified personnel, including engineers or environmental specialists, capable of conducting fieldwork on active waste faces.

Additional Conditions

It is mandatory to purchase the bid document from the municipality; failure to do so will result in disqualification. The bid will be evaluated on an 80/20 points system based on price and specific goals (locality). Bidders must submit relevant municipal accounts or lease agreements to verify local presence.
