Objectives

The primary objective of this tender is to appoint suitable funeral parlors or undertakers to provide pauper burial services within the Ray Nkonyeni Municipality jurisdiction for a period of one year. The service aims to deliver an integrated and effective pauper burial service, ensuring dignified handling of deceased paupers in accordance with relevant regulations and standards.

Scope

The scope of the tender includes:

• Provision of burial services for paupers within the Ray Nkonyeni Municipality area, covering Hibberdene to Port Edward.
• Management of all aspects related to the burial process, including transportation, preparation, coffin/casket provision, cemetery fees, storage, and incidental costs.
• Compliance with legal and regulatory requirements, including management of human remains and environmental health standards.
• Submission of relevant documentation within specified timeframes post-burial.
• Service period of one year, with price validity for the same duration or up to a maximum of R 300,000.00.

Technical Requirements

The technical requirements for the service provider include:

• Registration with the Department of Home Affairs and operating from an approved mortuary within the municipality's jurisdiction.
• Provision of conveyance for deceased persons, with valid service reports or roadworthy certificates for vehicles used.
• Management of human remains in accordance with the National Health Act, 2003 (Act No. 61 of 2003).
• Conducting burials in the presence of an Environmental Health Practitioner, under supervision.
• Submission of all relevant documents, including invoices, within seven working days of each burial.
• Adherence to the KZN Cemeteries and Crematoria Act No. 12 of 1996.
• Costing details must include transportation, preparation, coffin/casket, cemetery fees, storage, and incidental costs, excluding VAT.

Skills and Qualification Requirements

The service providers must possess the following skills and qualifications:

• Valid registration and operating license from the Department of Home Affairs.
• Experience in handling human remains and conducting burials in accordance with health and safety standards.
• Capability to provide transportation with roadworthy vehicles and relevant certificates.
• Knowledge of relevant legislation such as the National Health Act and KZN Cemeteries and Crematoria Act.
• Ability to prepare and submit required documentation promptly and accurately.
• Staff trained in handling human remains, environmental health protocols, and customer service.
• Compliance with procurement regulations, including registration on the Central Supplier Database (CSD) and submission of mandatory documents.
