Objectives

The primary objective of this tender is to solicit quotations from qualified service providers to perform repairs and maintenance of all chiller plants at Livingstone Tertiary Hospital for a period of twelve months. The aim is to ensure the efficient operation and longevity of the hospital’s cooling systems through scheduled and breakdown maintenance, including predictive and preventive services.

Scope

The scope of work includes:

• Maintenance and repair of all chiller plants and cooling towers at Livingstone Tertiary Hospital.
• Focus on evaporators, condenser coils, compressors, temperature control systems, motors, pumps, valves, circuit piping, and chemicals dosing systems.
• Inclusion of all water lines attached to the chiller plants.
• Performing predictive maintenance monthly, covering refrigerant and oil levels, water temperatures, pressures, control operations, and belt/coupling inspections.
• Conducting preventive maintenance biannually through servicing of equipment.
• Providing breakdown maintenance within 2 hours of report.
• Implementing a logbook system to monitor maintenance activities.
• Reporting to the Mechanical Supervisor before work commencement and ensuring all work is signed off by the Engineering Department.
• Removing rubble from the site and reporting on equipment deemed uneconomical to repair, including removal from site.
• Availability after hours, weekends, and public holidays, with specified working hours.
• Providing photographic evidence before, during, and after work.
• Maintaining a critical spares list with immediate availability of parts.
• Ensuring qualified artisans perform all work, with proof provided prior to commencement.
• Supply of health and safety documentation before order issuance.

Technical Requirements

The technical requirements specify that bidders must:

• Have experience in HVAC or refrigeration services, specifically on chiller plants, with a minimum of 3 years’ relevant experience.
• Provide a company profile demonstrating at least 3 years of HVAC/refrigeration service delivery in the public or private sector.
• Submit evidence of capacity to perform repairs and maintenance, including a list of similar contracts, references, and contact details.
• Ensure all artisans are qualified, with proof of qualifications available for inspection.
• Develop a critical spares list with parts readily available to minimize downtime.
• Supply a health and safety file prior to order issuance.
