Objectives

The primary objective of this tender is to procure services for the inspection, cleaning, testing, and maintenance of two Heavy Fuel Oil (HFO) storage tanks at the Boiler House of Addington Hospital. The aim is to ensure the tanks operate safely, efficiently, and in compliance with relevant standards and regulations, thereby supporting the reliable operation of the hospital's boiler plant.

Scope

The scope of work includes:

• Inspection of both internal and external tank conditions, including supports and structural components.
• Cleaning of tanks by safely draining residual HFO, removing sludge, sediments, and contaminants, and disposing of waste according to environmental regulations.
• Inspection and cleaning of associated pipework, valves, strainers, and filters.
• Leak testing of tanks and pipework, with minor repairs where feasible.
• Assessment and verification of safety systems such as bund walls and spill containment.
• Provision of detailed inspection and service reports, including recommendations for repairs or replacements.
• Ensuring minimal disruption to boiler operations during service execution.

Technical Requirements

The technical requirements for the service include:

• Compliance with SANS standards, Occupational Health & Safety Act, and environmental regulations.
• Use of qualified personnel with a minimum CIDB grading of 1ME or higher.
• Provision of proof of experience in fuel tank cleaning, boiler fuel systems, and industrial tank maintenance (minimum 3 references).
• Preparation and submission of a Safety File, including:
  • Health & Safety Policy
  • Risk Assessment & Method Statement (RAMS)
  • Confined Space Entry Procedure
  • Proof of PPE and valid COID Letter of Good Standing
  • Fire prevention and emergency procedures
• Use of appropriate equipment and tools for cleaning, leak testing, and repairs.
• Preparation of comprehensive reports and certification documents post-service.

Skills Requirements

The successful bidder must demonstrate:

• Experience in industrial fuel storage tank maintenance, cleaning, and leak testing.
• Qualified personnel with CIDB Grade 1ME or higher.
• Ability to prepare and submit safety documentation and compliance certificates.
• Capability to perform minor repairs and leak repairs within the scope of the service.
• Knowledge of environmental and safety regulations applicable to hazardous substances and tank maintenance.
• Proven track record through references and previous project completion certificates.
