Objectives

The primary objective of this tender is to establish a 3-year contract for the provision of HVAC system services and repairs at Pietermaritzburg Forensic Mortuary, including preventative maintenance, reactive repairs, and associated technical support to ensure continuous and efficient operation of the HVAC systems.

Scope

The scope encompasses:

• Implementation of preventative maintenance for central air-conditioning equipment, including minor and major servicing intervals.
• Reactive repairs and occurrence management for unplanned plant breakdowns.
• Provision of qualified technical personnel for maintenance, repairs, and inspections.
• Adherence to safety, health, and environmental regulations during execution.
• Coordination of quarterly maintenance meetings and submission of maintenance schedules and reports.
• Replacement and procurement of spare parts and components as needed, with OEM and OEM-approved parts.
• Compliance with relevant codes, standards, and legal requirements.

Technical Requirements

The technical scope includes:

• Maintenance of HVAC systems including air-cooled chillers, air handling units, pumps, valves, and room air conditioners.
• Regular inspections, cleaning, calibration, and testing of equipment as per prescribed schedules.
• Provision of qualified technicians with SACOC registration (minimum Cat B for HVAC & Refrigeration).
• Use of calibrated measuring equipment for performance verification.
• Adherence to safety standards, including scaffolding, fall arrest, and site safety protocols.
• Testing and commissioning of repaired or replaced equipment, with certification of conformity.
• Provision of detailed maintenance records and reports.

Skills Requirements

The bidder must demonstrate:

• Proven experience in HVAC maintenance and repair, specifically with systems similar to those at Pietermaritzburg Mortuary.
• Availability of qualified personnel, including SACOC registered technicians (minimum Cat B), with relevant trade test certificates and experience.
• Capability to operate and interpret Building Management Systems (BMS) if installed.
• Competence in handling OEM equipment, spare parts procurement, and warranty management.
• Compliance with health and safety regulations, including certified fall arrest and working at heights.
• Ability to produce detailed reports, maintenance schedules, and compliance documentation.
• Capacity to respond promptly to emergency breakdowns, with response times within specified limits.
