Objectives

The primary objective is to ensure the longevity, safety, and reliable operation of boom gate systems across four specified facilities. The contract aims to maintain optimal functionality through systematic annual servicing, preventive maintenance, targeted repairs, and strict adherence to occupational health and safety standards.

Scope of Work

The service encompasses comprehensive annual maintenance and minor repairs for boom gates at the designated office parks. Key activities include:

• Visual Inspection: Examination of all components, including boom arms, housing cabinets, mounting hardware, control panels, and wiring for wear, damage, rust, corrosion, or loose connections.
• Cleaning & Lubrication: Removal of dust, grime, and debris, followed by lubrication of all moving parts such as motors, gears, springs, and joints.
• Functional Testing: Verification of opening/closing cycles, stopping positions, smooth movement, motor diagnostics, and power supply/backup battery integrity.
• Safety Device Calibration: Testing loop detectors, infrared sensors/photocells, and safety edges to ensure automatic reversal or stopping upon obstruction.
• Adjustments: Balancing counterbalance springs or weights for proper boom arm operation.
• Repairs & Replacements: Replacement of three motherboards/PC boards and one 12V 7.2AH battery at Townhill Office Park, replacement of one motherboard/PC board at CPS, and repair of one boom gate arm at CPS.
• Reporting & Execution: Submission of a detailed service report post-completion. The physical work must be executed within one week of the official order, preceded by a compulsory kick-off meeting.

Technical Requirements

• Contractor Grading: Minimum CIDB (Construction Industry Development Board) grading of 1 ME or higher.
• Regulatory Compliance: Full adherence to the Occupational Health and Safety Act 85 of 1993. All electrical installations must comply with the Department of Health’s standard specifications, SABS 1473 Part 1-1989 / IEC 439-1 1985, SANS 10142, and relevant SANS standards.
• Certification: Provision of an Electrical Certificate of Compliance issued in accordance with the OHS Act.
• Materials & Equipment: All components, fittings, and materials must be new, unused, and of the latest manufacturer pattern. SABS-marked items are preferred.
• Warranty & Guarantee: A minimum six-month unconditional guarantee covers all repairs, replacements, and supplied spare parts. New installations carry a twelve-month guarantee. Defects due to inferior materials or workmanship must be rectified at the contractor’s cost.
• Pricing & Validity: Quoted prices must be firm for ninety days, inclusive of VAT, transport, labour, overheads, profit, and all applicable duties/taxes. Emergency repair clauses permit the employer to intervene if the contractor fails to respond promptly, with costs recovered from the contractor.
• Documentation: Submission of a comprehensive safety file prior to commencement. Final testing must occur in the presence of the employer’s maintenance personnel or Chief Artisan.

Skills Requirements

• Trade Certification: The contractor must employ personnel who hold valid Trade Test certificates in both Mechanical Fitting and Electrical disciplines.
• Supervision: Work must be supervised by a skilled and competent representative authorised to receive and execute instructions on behalf of the contractor.
• Proven Experience: Bidders must demonstrate prior experience in projects of a similar nature by submitting one award letter/order and its corresponding completion certificate.

Notes on Unusual or Complicated Terms

• CIDB 1 ME Grading: Refers to the Construction Industry Development Board’s contractor classification system. “ME” denotes Mechanical Engineering, with Grade 1 representing the minimum capability threshold for this type of specialised maintenance service.
• 80/20 Preference Point System: A South African public procurement evaluation model where 80 points are allocated based on competitive pricing and 20 points are awarded for socio-economic goals, specifically granting full points to enterprises that are at least 100% owned by historically disadvantaged persons (Black Africans).
• Emergency Repair Clause: Allows the procuring entity to immediately engage alternative contractors for urgent fault rectification during the guarantee period if the appointed service provider fails to respond. All associated costs will be deducted from the contractor, and this action does not void the original warranty.
