Tender Summary: Service Borehole at Pholela CHC and Clinics

Objectives

The primary objective is to engage a qualified service provider for the annual maintenance, inspection, and water quality assurance of borehole systems across six public healthcare facilities. The initiative aims to guarantee a reliable, safe, and compliant water supply essential for uninterrupted clinical operations.

Scope of Work

The contract encompasses routine servicing of boreholes at Pholela Community Health Centre, Tsatsi Clinic, Mnyamana Clinic, Gqumeni Clinic, Gwala Clinic, and Sandanezwe Clinic. Services are structured as an annual maintenance cycle requiring comprehensive mechanical, electrical, and hydrological assessments at each designated site.

Technical Requirements

Bidders must execute a standardized maintenance protocol at each location, including:

• Inspection and tightening of electrical control boxes, accompanied by pre- and post-service phase current testing.
• Verification of pump flow rates before and after servicing.
• Removal, inspection, and reinstallation of submersible pumps.
• Electrical safety testing: cable continuity and resistance checks, insulation resistance testing between windings and earth, and motor winding evaluations.
• Mechanical pump servicing: stripping the motor, inspecting shafts, splines, and couplings for wear, followed by acid washing and coupling greasing.
• Recording borehole depth and assessing motor efficiency relative to site water demand.
• Water quality assurance: collecting samples after a minimum three-hour pump run, conducting microbiological and chemical analysis, and submitting accredited test results with operational recommendations.
• Specific requirement at one facility: replacement of the existing borehole controller to match Wilo trifase specifications (0.75–4 kW, 400 V).
• All works must strictly comply with SABS/SANS 825 standards.

Skills and Qualification Requirements

Contractors must demonstrate the following capabilities and credentials:

• Valid CIDB registration in Electrical Engineering Works (EB1 or ME1 grade or higher).
• Proof of two completed, verifiable contracts for similar borehole or electrical pumping services.
• Certified trade qualifications for the lead artisan responsible for executing the work.
• A current letter of good standing from relevant professional or regulatory bodies.
• Access to a SANAS-accredited laboratory for independent water sampling and analysis.
