Objectives

The primary objective is to engage a qualified service provider to perform comprehensive major maintenance on emergency generators across six provincial health clinics. This ensures reliable backup power for critical healthcare operations during grid failures or scheduled outages, safeguarding patient care and facility functionality.

Scope

The contract covers a once-off major service for six emergency generators located at Maphumulo, Mthandeni, Oqaneni, Isithundu, Otimati, and Maqumbi clinics. Each service encompasses complete engine overhaul procedures, fluid and filter replacements, cooling system flushing, electrical system diagnostics, and functional testing of automatic transfer switches and controllers. The scope includes all labour, travel, and specified spare parts required to restore each unit to optimal operational condition.

Technical Requirements

• Generators range from 20 KVA to 100 KVA and utilise Deutz diesel engines, each requiring model-specific servicing protocols.
• Mandatory procedures include draining and flushing engines, replacing air, oil, and fuel filters, refilling with 15W-40 engine oil and 90–99% coolant, inspecting drive belts, fuel injectors, and crankcase heaters.
• Electrical components require verification of control panels, Deep Sea controllers, Automatic Voltage Regulators (AVRs), alternators, and changeover switches.
• All materials, consumables, and services must comply with SABS, SANS, SANAS, and SAQCC quality standards.
• Bidders must explicitly confirm compliance with the clinic-specific technical annexures provided in the tender documentation.

Skills Requirements

• All electrical work must be executed by a competent, qualified electrician.
• Engine-related maintenance must be performed by a qualified diesel mechanic.
• Proven capability to interpret technical schematics, adhere to standardized maintenance checklists, and produce accurate service reports.
• Submission of at least two verifiable trade references demonstrating successful completion of similar generator maintenance contracts.
• Compliance with public sector procurement regulations, including valid Central Supplier Database (CSD) registration, tax clearance, and B-BBEE status documentation.

Key Procurement & Contractual Terms

80/20 Preference Point System: A standard South African government procurement evaluation framework allocating 80 points to price competitiveness and 20 points to specific socio-economic goals. In this tender, full preference points are awarded to companies with at least 51% Black ownership.

SBD Documentation: Standard Bidding Document forms mandated for legal declarations, conflict-of-interest disclosure, tax compliance, and preference claims. Incomplete or missing forms render a quotation non-responsive.

Cover-Quoting Prohibition: The submission of multiple quotations for the same bid to manipulate pricing is strictly forbidden. Verification of duplicate submissions results in immediate disqualification and may trigger anti-fraud investigations.

Performance Security & Penalties: Successful bidders may be required to provide performance security within thirty days of award. Delays in service delivery incur daily penalties calculated at the prime interest rate, and material breaches may lead to contract termination and restriction from public sector procurement for up to ten years.
