Objectives

The primary objective is to engage a qualified service provider for the maintenance and repair of kitchen refrigeration equipment at Umphumulo Hospital. The contract aims to ensure the reliable, safe, and compliant operation of critical food storage facilities through professional servicing, minimizing downtime and preserving food safety standards.

Scope

The scope encompasses a once-off service engagement for three (3) kitchen refrigeration units located at the hospital:

• One (1) walk-in freezer operating on R404 refrigerant
• Two (2) walk-in cold rooms operating on R22 refrigerant

The service includes all necessary labour, travel, diagnostic assessments, repairs, and routine maintenance required to restore or sustain optimal unit performance. The contract period is once-off, with all quotations required to remain valid for ninety (90) days.

Technical Requirements

• All work must strictly adhere to the attached specification document and comply with applicable South African National Standards (SANS) and South African Bureau of Standards (SABS) guidelines.
• Bidders must submit a valid Construction Industry Development Board (CIDB) registration certificate.
• Proof of SABS/SANS compliance must be provided alongside the quotation.
• Quotations must be completed on official, unaltered government forms and hand-delivered; electronic submissions will be rejected.
• Bidders must be registered on the Central Supplier Database (CSD) and have tax matters in order with the South African Revenue Service (SARS).
• A Black Economic Empowerment (B-BBEE) status verification certificate or sworn affidavit (for EMEs/QSEs) is mandatory for compliance and preference point allocation.
• Bidders must provide at least two trade references demonstrating prior successful execution of similar services.

Skills Requirements

• All refrigeration work must be executed exclusively by qualified artisans or technicians.
• Personnel must hold a valid SAQCC Refrigeration Gas Registration Card, confirming legal authorization and technical competency to handle, recover, and service refrigerant gases.
• Service providers must demonstrate proven industry experience and capacity to deliver timely, high-quality maintenance interventions.

• SAQCC Refrigeration Gas Registration Card: A mandatory certification issued by the South African Qualifications Certification Council for Refrigeration Technicians. It verifies that the technician is legally authorized to handle refrigerant gases, ensuring compliance with environmental protection laws and occupational health and safety regulations.
• CIDB Registration: The Construction Industry Development Board registration classifies contractors based on financial turnover and project experience. It ensures the service provider meets national competency standards for executing construction and engineering-related services.
• SABS/SANS Compliance: Refers to adherence to standards established by the South African Bureau of Standards. These specifications guarantee that materials, components, installation methods, and workmanship meet nationally recognized safety, quality, and performance benchmarks.
• 80/20 Preference Point System: A public procurement evaluation method where eighty percent of the scoring is allocated to price competitiveness, and twenty percent is reserved for specific transformation goals, specifically awarding full points to companies that are at least fifty-one percent owned by Black South Africans.
