Objectives

The primary objective of this tender is to secure a qualified service provider to maintain and repair kitchen refrigeration equipment at Umphumulo Hospital. This ensures uninterrupted, hygienic cooling for food storage and preparation, supporting hospital operational continuity and public health standards.

Scope

This is a once-off service contract covering the maintenance and servicing of three (3) kitchen refrigeration units located at Umphumulo Hospital. The scope encompasses:

• One (1) walk-in freezer
• Two (2) walk-in cold rooms

The contractor is responsible for all labour, travel, and incidental costs required to execute the servicing. The quoted price must remain valid for ninety (90) days from the closing date. Only hand-delivered quotations will be considered; electronic submissions are explicitly excluded.

Technical Requirements

Bidders must comply with the following technical and regulatory standards:

• Refrigerant Systems: Servicing must align with existing system specifications: R404 refrigerant for the walk-in freezer and R22 refrigerant for the walk-in cold rooms.
• Quality Certifications: All work and materials must meet South African Bureau of Standards (SABS) and South African National Standards (SANS). Valid SABS and SANS certificates must accompany the quotation.
• Industry Registration: A valid Construction Industry Development Board (CIDB) registration is mandatory.
• Procurement Framework: Evaluation applies an 80/20 preference point system, allocating eighty points for price competitiveness and twenty points for socio-economic transformation goals.

Terminology Explanation: SABS/SANS are nationally mandated quality and safety standards for goods and services. CIDB is the statutory body that registers and grades construction-related contractors. SAQCC is the certification council governing refrigeration gas handling competency. The 80/20 system is a government procurement model that prioritizes lowest acceptable price while awarding bonus points for designated transformation targets.

Skills Requirements

To guarantee safe, compliant, and effective service delivery, bidders must demonstrate the following competencies:

• Licensed Practitioners: All servicing activities must be performed exclusively by qualified artisans or technicians holding a current SAQCC Refrigeration Gas Registration Card.
• Proven Track Record: Bidders must submit at least two verifiable trade references confirming previous successful performance in comparable refrigeration maintenance contracts.
• Administrative & Financial Compliance: Up-to-date CIPC registration documents, a B-BBEE status level certificate or sworn affidavit, and Central Supplier Database (CSD) verification are required. Proof of 51% black ownership must be provided to claim preference points.
• Contractual Adherence: Contractors must understand and accept general and special conditions of contract, including penalty mechanisms for delayed performance, warranty obligations, conflict-of-interest disclosures, and prohibition of restrictive practices.
