Objectives

The primary objective of this tender is to appoint a service provider to carry out structural and building-related roof repair works, along with minor associated electrical works, at Staff Building 33 within the Kirstenbosch National Botanical Garden in Cape Town. The scope includes replacing damaged roof sheeting, timber roof members, ceilings, insulation, asbestos removal, electrical fixtures, brickwork, and painting, ensuring the building is restored to a functional and compliant state.

Scope

The scope of work encompasses:

• Demolition and removal of existing roof structures and finishes.
• Supply and installation of new roof sheeting (e.g., Zincalume or similar), flashings, and associated components.
• Replacement of timber roof members, purlins, fascia boards, and connections.
• Installation of ceilings, insulation (e.g., Sisalation), and damp proofing membranes.
• Asbestos removal and disposal by registered contractors.
• Electrical works including removal and installation of lighting fixtures, LED panels, bulkhead lights, and associated electrical repairs.
• Brickwork repairs, including opening formations, new brickwork, plastering, and painting.
• Other related works such as waterproofing, fire place installation, and general building repairs.

Technical Requirements

The technical requirements include:

• Adherence to the JBCC Minor Works Agreement (Edition 5.2 - May 2018) and associated contract data.
• Compliance with relevant standards such as SANS 10400, Occupational Health and Safety Act, and municipal regulations.
• Use of approved materials, including durable roof sheeting with minimum 20-year guarantees, gypsum plasterboard, and approved insulation products.
• Proper asbestos removal by certified contractors following safety regulations.
• Implementation of health and safety plans, including risk assessments, site safety measures, and environmental controls.
• Provision of temporary works, site management, and environmental disturbance controls.
• Completion within a 2-month timeframe, with practical completion scheduled accordingly.

Skills and Experience Requirements

Potential service providers must demonstrate:

• CIDB contractor grading designation of Level 2GB or higher, or capability to attain such registration prior to evaluation.
• Proven experience in roof repairs, structural timber works, asbestos removal, and electrical installations, supported by relevant reference letters from previous projects completed within the last ten (10) years.
• Qualified personnel, including registered Site Agents (ECSA or SACPCMP) and CHS Agents, with documented experience (minimum 5 years for site staff).
• Ownership or rental agreements for necessary plant and equipment, with proof of ownership or intent to hire.
• Compliance with health and safety regulations, including submission of a comprehensive Health and Safety Plan.
• Capability to manage project timelines, quality standards, and environmental considerations effectively.
