Objectives

The primary objective of this tender is to establish a panel of service providers who will be contracted on a rotational basis to dislodge or empty septic tanks for various clients within specified areas over a period of five (5) months. The aim is to ensure efficient, timely, and compliant septic tank maintenance and waste disposal services across multiple locations.

Scope

The scope of work includes:

• Providing septic tank dislodging and emptying services for clients in designated areas such as Mthatha, Qumbu, Libode, Elliotdale, and surrounding regions.
• Disposal of sewage waste at approved municipal or authorized disposal sites.
• Use of appropriate vacuum trucks equipped with level indicators and PPE for staff safety.
• Adherence to environmental and safety regulations during waste collection and disposal.
• Performing services upon request from client departments, with urgent response within 24 hours and completion within 3 days.
• Maintaining proper documentation including signed job cards, invoices, and proof of waste disposal.

Technical Requirements

• Service providers must own and operate Honey sucker/vacuum trucks with a minimum capacity of 5000L, registered in the company or director’s name, with proof of ownership (NaTIS documents).
• Vehicles must be fitted with level indicators and clearly visible capacity markings.
• Trucks must be fitted with vacuum pumps and comply with safety and environmental standards.
• Waste must be disposed of at accredited disposal sites, with proof of disposal submitted with invoices.
• Service providers must send a truck disc before commencement of each service.
• All staff must be provided with relevant PPE to minimize risks during operations.
• Services must be completed within the specified timeframes, with adherence to safety, health, and environmental regulations.

Skills and Competency Requirements

• Ownership of a minimum 5000L Honey sucker/vacuum truck registered in the company or director’s name.
• Proven experience in septic tank desludging and waste disposal services, supported by references/testimonials from previous clients.
• Knowledge of environmental regulations and waste management procedures.
• Ability to respond promptly to service requests, including urgent calls within 24 hours.
• Compliance with health and safety standards, including the provision of PPE for staff.
• Capacity to provide proper documentation such as signed job cards, invoices, and proof of waste disposal.
• Understanding of the legal and regulatory framework governing waste disposal and environmental protection.
