Objectives

The primary objective of this tender is to procure a service for air-conditioning units at Thembalesizwe Clinic, including preventive maintenance, inspection, cleaning, testing, servicing, adjustment, and commissioning of split air-conditioning units to ensure reliable, energy-efficient, and hygienic operation. The service aims to maintain the functionality and longevity of the air-conditioning systems through comprehensive technical support and routine upkeep.

Scope

The scope encompasses:

• Supply, delivery, installation, connection, testing, and commissioning of air-conditioning units.
• Preventive maintenance and inspection of indoor and outdoor units, including cleaning of filters, coils, fans, and condensate drainage.
• Refrigerant leak detection, system pressure checks, and minor repairs or replacements as needed.
• Electrical inspection, tightening of connections, and verification of operational parameters.
• Functional testing, performance verification, and commissioning to ensure optimal operation.
• Provision of all labour, supervision, tools, materials, and consumables necessary for the work.
• Adherence to relevant standards, specifications, and safety regulations.

Technical Requirements

The technical requirements include:

• Servicing of 12,000 BTU split air-conditioning units, including cleaning of filters, coils, blower fans, and condensate drainage.
• Inspection and cleaning of indoor evaporator units and outdoor condenser units, including coils, fans, and compressors.
• Refrigerant system inspection, leak detection, and pressure measurements with recharging only after leak repairs.
• Electrical system inspection, tightening of terminals, testing of capacitors, contactors, relays, and safety devices.
• Verification of thermostat and remote control operation.
• Functional testing covering cooling performance, airflow, noise levels, and drainage.
• Cleaning of indoor and outdoor casings, filters, coils, drain pans, and fan blades using approved chemicals.
• Documentation of maintenance activities, test results, leak inspections, and recommendations.
• Compliance with occupational health and safety standards, including safety plans, hazard notices, PPE, and site safety protocols.

Skills Requirements

The skills and qualifications required for bidders include:

• Certified Refrigerants Technicians with proof of qualification (e.g., Gas Practitioner SAQCC Gas).
• Electricians with valid trade certificates, wireman’s licenses, and proof of registration with relevant authorities (e.g., SARAC, SAIRAC).
• Experience in HVAC maintenance, including servicing split air-conditioning systems in healthcare or similar environments.
• Knowledge of electrical safety standards, refrigerant handling, leak detection, and system diagnostics.
• Ability to prepare and implement health and safety plans, conduct risk assessments, and maintain safety documentation.
• Competence in reading technical drawings, specifications, and maintenance manuals.
• Capacity to provide detailed reports, documentation, and recommendations for future maintenance.
