Objectives

The primary objective of this tender is to procure a service for the cleaning and remediation of a 14,000-litre diesel storage tank at Manguzi Hospital. The service aims to ensure the removal of debris, water, contaminants, and bio-film from the tank, and to remediate the fuel to meet specified standards, thereby maintaining safe and efficient fuel storage for hospital operations.

Scope

The scope of work includes:

• Drawing and sealing of diesel samples before and after cleaning for laboratory analysis.
• Performing in-situ cleaning of the diesel tank to remove bottom debris, water (free, entrained, emulsified), solid contaminants, and bio-film build-up.
• Remediating the fuel to comply with SANS 342 standards (excluding sulphur content and flashpoint adjustments).
• Providing detailed documentation, including equipment specifications, chemicals used, and confirmation of successful cleaning and remediation.
• Arranging disposal of waste materials at an accredited facility.
• Providing laboratory analysis reports and waste disposal certificates post-service.

Technical Requirements

The service provider must ensure:

• Compliance with all relevant safety legislations, SANAS standards (SANAS 10089 and 11089/1), and DOH site-specific safety requirements.
• Use of proven, accredited tank cleaning and fuel remediation equipment with a flow rate of at least 1:8 to tank volume, full spectrum water extraction, BV-accredited remediation technology, and filtration down to 3 microns.
• Skilled, trained, and accredited personnel with documented proof of training and experience in tank cleaning and fuel remediation.
• Minimal waste generation (<1% of tank capacity), with proper disposal of contaminated fuel and materials at an accredited site.
• Provision of all necessary safety documentation, equipment specifications, and laboratory testing arrangements.

Skills and Qualifications Requirements

• Proven experience in in-situ diesel tank cleaning and fuel remediation, supported by previous service agreements or purchase orders.
• Accredited personnel trained in tank cleaning operations, safety, and fuel remediation procedures.
• Capability to provide laboratory analysis reports from SANAS-accredited laboratories.
• Ability to supply and demonstrate the use of certified, compliant cleaning and remediation equipment.
• Knowledge of and compliance with relevant safety, environmental, and health standards.
