Objectives

The primary objective of this tender is to procure services for the supply, cleaning, and remediation of diesel tanks at Manguzi Hospital. The service aims to ensure the tanks are maintained in compliance with safety and quality standards, removing contaminants, water, and debris, and ensuring fuel quality meets specified standards.

Scope

The scope of work includes:

• Drawing initial samples from diesel tanks prior to cleaning.
• Providing tank cleaning and fuel remediation services to remove debris, water, contaminants, and bio-film buildup.
• Remediating fuel to comply with SANS 342 standards (excluding sulfur content and flashpoint adjustments).
• Drawing post-remediation samples and conducting laboratory analysis.
• Disposing of contaminated waste at an accredited site.
• Providing documentation including sample labels, process sheets, chemical lists, and test reports.
• Obtaining signatures from departmental representatives confirming completion and compliance.

Technical Requirements

The technical requirements for the service include:

• Compliance with all safety legislations and standards (SANAS 10089, SANAS 11089/1).
• Use of proven, accredited tank cleaning and fuel remediation equipment with a flow rate of at least 1:8 to tank volume, full spectrum water extraction, BV accredited remediation technology, filtration down to 3 microns, and metallic particulate removal.
• Trained, experienced, and accredited personnel skilled in tank cleaning, fuel remediation, and safety procedures.
• Minimization of waste/disposal of fuel to less than 1% of tank capacity (excluding sludge and debris).
• Proper disposal of all contaminated materials at an accredited waste disposal facility, with proof of disposal provided.
• Sampling and analysis before and after cleaning, including laboratory testing for fuel quality and contamination levels.

Skills Requirements

The service provider must demonstrate:

• Technical expertise in diesel tank cleaning and fuel remediation processes.
• Experience in handling similar in-situ tank cleaning projects, supported by previous service agreements or purchase orders.
• Qualified personnel with accreditation and training in tank cleaning, safety, and fuel analysis.
• Ability to provide accurate sampling, laboratory analysis, and detailed reports.
• Compliance with all safety, environmental, and quality standards as specified in the tender documentation.
