Objectives

The primary objective of this tender is to procure services for the maintenance, testing, and servicing of heat pumps at Murchison Hospital to ensure continuous hot water supply, reduce infection risks, and maintain optimal operational conditions of the equipment.

Scope

The scope of work includes:

• Servicing and maintenance of 10 heat pumps located at various points within Murchison Hospital.
• Mechanical inspection of refrigerant pipework, insulation, and leak checks.
• Cleaning of indoor and outdoor coils to remove dirt and debris.
• Water management including cleaning filters and testing air valves and drainage systems.
• Electrical checks such as tightening connections and verifying component functionality.
• Verification of refrigerant levels and calibration of controllers and thermostats.
• Inspection of safety devices like pressure vessels and T&P valves.
• Work to be performed with minimal disruption to hospital operations, adhering to safety and health regulations.

Technical Requirements

The technical requirements specify that:

• All work must comply with the Department of Health standards, SABS, and relevant electrical and mechanical specifications.
• Inspection and servicing must include refrigerant leak checks, coil cleaning, water system checks, electrical testing, and safety device inspections.
• Work must be carried out in accordance with the Standard Specification for Air Conditioning and Ventilation Installations and Electrical Standards.
• All materials and equipment used must be approved or specified by the Department of Health or other relevant authorities.
• Work must be completed within a contract period of two weeks from site handover.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in servicing heat pumps and similar HVAC systems, with at least two completed projects of similar scope, evidenced by certificates or references.
• Qualified personnel including licensed electricians, refrigerant technicians, and tradespeople with relevant certifications (e.g., trade test certificates, wireman’s license, refrigerant handling certification).
• Compliance with occupational health and safety regulations, including the submission of a safety plan and relevant safety certificates.
• Ability to work within hospital environments with minimal disruption, adhering to strict safety and health standards.
• Knowledge of relevant standards, regulations, and specifications as outlined in the tender documents.
