Objectives

The primary objective of this tender is to procure services for the installation, inspection, maintenance, and testing of heat pumps at Murchison Hospital. The aim is to ensure reliable hot water supply, reduce infection risks, and maintain the operational efficiency of the hospital's heating systems.

Scope

The scope of work includes:

• Servicing and testing of 10 heat pumps located at various points within Murchison Hospital, including areas such as laundry, nurses' home, maternity, chiller, paediatrics, male ward, and surgical ward.
• Mechanical inspection of refrigerant pipework, insulation, and leak checks.
• Cleaning of indoor and outdoor coils to ensure optimal airflow.
• Water management, including cleaning filters and testing drainage systems.
• Electrical checks, tightening connections, and verifying the functionality of components like immersion heaters.
• Refrigerant level verification and controller calibration.
• Inspection of safety devices such as pressure vessels and T&P valves.
• Adherence to safety, health, and occupational standards during execution.

Technical Requirements

The technical requirements specify that:

• All work must comply with the KwaZulu-Natal Department of Works Standard Specification for Air Conditioning and Ventilation Installations (Issue 1, 1998).
• Electrical work must conform to the Department of Public Works and Land Affairs Standard Specification (Issue VIII, December 1984).
• Low voltage switchgear and control gear must meet SABS 1473 Part 1 standards.
• Work must adhere to Occupational Health and Safety Act 85/1993, including safety procedures, hazard notices, PPE, and site safety protocols.
• All materials and equipment used must be specified or approved by the Department of Health, with proper certification and compliance.
• Work must be carried out with minimal disruption to hospital operations, maintaining safety and cleanliness standards.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in servicing and installing heat pumps, with at least two similar completed projects, supported by signed certificates.
• CIDB grading of at least 1ME/EB 10R or higher, with proof of previous similar work.
• Qualified personnel including licensed electricians, refrigerant technicians (Gas Practitioner SAQCC Gas), and certified tradespeople.
• Knowledge of relevant standards, safety regulations, and hospital operational procedures.
• Ability to prepare and submit comprehensive safety files, including risk assessments, safety plans, and legal compliance documentation.
• Capacity to plan and execute the work within the specified contract period of two weeks, ensuring minimal impact on hospital services.
