Objectives

The primary objective of this tender is to procure services for the servicing and cleaning of diesel generator tanks at multiple KwaZulu-Natal Department of Health facilities. The aim is to ensure the tanks are properly maintained, free of contaminants, and compliant with relevant standards such as SANS 342, thereby ensuring reliable power supply and fuel quality.

Scope

The scope encompasses:

• In-situ cleaning and remediation of diesel fuel storage tanks at specified facilities including KwaDabeka CHC, Molweni Clinic, KwaNgcolosi Clinic, Maphephetheni, KwaNdengezi, and Zwelibomvu Clinic.
• Drawing and analysis of diesel samples before and after cleaning.
• Use of accredited equipment and technology for tank cleaning and fuel remediation.
• Disposal of contaminated waste at approved facilities.
• Providing documentation such as fuel analysis reports, waste disposal certificates, and compliance confirmation.
• Adherence to safety, environmental, and legislative requirements, including SANAS standards.

Technical Requirements

The contractor must ensure:

• Compliance with all safety legislations and DOH site-specific safety requirements, including SANAS 10089 and SANAS 11089/1 standards.
• Utilization of proven, accredited tank cleaning and fuel remediation equipment with a flow rate of at least 1:8 to tank volume ratio.
• Full spectrum water extraction capabilities, including removal of free, entrained, and emulsified water, metallic particulate extraction, and three-phase filtration down to 3 microns.
• Deployment of trained, experienced, and accredited personnel skilled in tank cleaning, fuel remediation, and safety procedures.
• Minimization of waste/disposal of fuel to less than 1% of tank capacity, excluding sludge and debris.
• Proper disposal of all contaminated materials at accredited sites, with documentation provided.
• Adherence to safety protocols during sampling, cleaning, and fuel handling processes.
• Provision of detailed work method statements, equipment specifications, and chemical usage lists.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in in-situ diesel tank cleaning and fuel remediation.
• Accredited operators with relevant safety and technical certifications.
• Capability to perform sampling, testing, and analysis in accordance with SANAS standards.
• Ability to provide comprehensive documentation, including fuel analysis reports, waste disposal certificates, and compliance confirmations.
• Knowledge of safety regulations, environmental management, and hazardous material handling.
