Objectives

The primary objective of this tender is to procure services for the annual servicing of generator sets and diesel tanks at Ekukhuleni Psychiatric Hospital. This includes routine maintenance, technical inspections, fuel remediation, and ensuring compliance with safety and environmental standards to guarantee reliable power supply and fuel quality management.

Scope

The scope encompasses:

• Annual preventative maintenance and servicing of generator sets and diesel tanks.
• Monthly inspections and operational checks.
• Fuel quality testing, including diesel fuel remediation and tank cleaning.
• Pressure testing of fuel tanks and disposal of contaminated fuel.
• Provision of technical documentation, certificates, and compliance reports.
• Engagement of accredited diesel fuel remediation and tank cleaning service providers.
• Site visits, risk assessments, and adherence to health, safety, and environmental legislation.
• Provision of qualified personnel with relevant certifications and accreditation.

Technical Requirements

The technical scope includes:

• Submission of certificates of accreditation from diesel engine and alternator manufacturers.
• Compliance with all safety, health, and environmental legislation.
• Use of proven, accredited servicing and repair equipment and technology.
• Qualified and experienced personnel trained in diesel engine and generator servicing.
• Implementation of servicing check sheets (Annexure A1).
• Provision of approved spare parts and replacement components.
• Conducting risk assessments, site-specific safety compliance, and environmental management.
• Engagement of recognized diesel fuel remediation programs for fuel and tank cleaning.
• Pressure testing of above-ground and underground tanks every two years, with certification.
• Proper disposal of contaminated fuel and waste materials at accredited facilities.
• Preparation of detailed reports, certificates, and documentation of all maintenance and remediation activities.

Skills Requirements

The tender mandates the following skills and qualifications:

• Certified diesel engine and generator servicing technicians with accreditation from relevant manufacturers.
• Qualified personnel with safety and environmental compliance training.
• Experience in fuel tank inspection, pressure testing, and remediation procedures.
• Capability to perform risk assessments and prepare safety and health documentation.
• Proficiency in using specialized testing equipment, including ultrasonic leak detection and calibration tools.
• Ability to prepare and submit technical certificates, reports, and compliance documentation.
• Knowledge of South African safety, health, and environmental legislation related to fuel and generator maintenance.
