Objectives

The primary objective is to procure and deliver essential office and presentation equipment to support the daily administrative and operational functions of the designated health centre.

Scope

The procurement covers the supply, delivery, and handover of two items:

• One (1) standard overhead/multimedia projector
• One (1) heavy-duty shredding machine

The scope includes delivery to the specified facility, provision of all required accessories and documentation, and provision of a warranty period. Delivery must be completed within six weeks of order placement. The quotation validity period is ninety days, and no ongoing contract term is specified.

Technical Requirements

• Projector Specifications: Portable design with ceiling-mounting capability. LED lamp type. Minimum brightness of 3000 lumens. Projection distance range of 1.5m to 8m or greater. Support for both manual and auto zoom/focus. Native resolution of 1080p Full HD with a contrast ratio of at least 2500:1. Audio compatibility with MP3, WMA, and AAC formats. Required connectivity ports: power input, VGA (≥1), HDMI (≥1), composite video, audio, USB (≥1), and D-sub 15 monitor-out.
• Accessories: One VGA cable and one HDMI cable (minimum 1.5m length), protective carrying case, remote control with built-in pointer and batteries, power cable, user guide, and warranty documentation.
• Shredding Machine: Classified as heavy-duty, fully compliant with the attached technical specification sheet and relevant South African National Standards (SANS/SABS).
• General Conditions: All supplied goods must be brand new, unused, and have a minimum shelf-life of six months from the date of delivery. Prices must be firm and inclusive of all delivery costs. Value Added Tax (VAT) applies at 15% for registered vendors.

Skills Requirements

No specialized professional qualifications, trade certifications, or technical licenses are explicitly mandated. Bidders are expected to possess standard commercial logistics capability for timely delivery, basic installation/commissioning support as outlined in general contract conditions, and access to a reliable after-sales service network capable of fulfilling warranty obligations.

Key Terms & Unusual Requirements

• Next Business Day Onsite Warranty: The supplier must dispatch a qualified technician or provide a replacement unit on the first working day following a reported equipment failure, ensuring minimal operational downtime.
• SBD 4 Conflict of Interest Declaration: A mandatory legal disclosure requiring bidders to declare any personal, familial, or business relationship between their directors/shareholders and any employee of the provincial Department of Health. Failure to disclose results in automatic disqualification.
• Prohibition of Cover-Quoting: Submitting multiple quotations through affiliated or linked companies to artificially influence pricing or secure the contract is strictly prohibited. Violation constitutes procurement fraud and leads to immediate disqualification and potential legal action.
• Preferential Procurement (80/20 System): Bid evaluation allocates 80 points based on price competitiveness and 20 points specifically for companies with at least 51% Black ownership. Documentary proof of ownership must be submitted to claim these points.
• CSD Registration & Tax Compliance: Bidders must be actively registered on the national Central Suppliers Database (CSD). Their tax clearance status must be verifiable via a valid SARS PIN. Incomplete verification renders the quotation non-compliant.
