Objectives

The primary objective of this tender is to secure a qualified service provider for the procurement and timely delivery of sports equipment to support youth development and recreational initiatives within the Umdoni Municipality. The municipality aims to obtain cost-effective, high-quality goods that meet established safety and performance standards while complying with national preferential procurement legislation.

Scope

The contract encompasses the supply and delivery of a fixed inventory of sports items to the Youth Development Office at the municipal main facility. The deliverables consist of:

• Two (2) soccer goal poles
• Two (2) football nets
• Fifteen (15) gold medals
• Fifteen (15) silver medals
• Fifteen (15) bronze medals

All goods must be delivered by 25 September 2026. The scope is strictly limited to the provision and delivery of these items; installation, training, or ongoing maintenance are excluded unless invoked under general incidental services provisions.

Technical Requirements

• All supplied goods must be brand new, unused, and represent the most recent or current market models.
• Products must conform to recognized industry standards for structural integrity, weather resistance, and competitive use.
• Packaging must be industrial-grade, designed to prevent damage, moisture exposure, or deterioration during transit and storage.
• A warranty period of twelve (12) months from delivery acceptance or eighteen (18) months from shipment, whichever expires first, applies. The supplier must repair or replace defective items at no cost to the municipality.
• Bids must include a detailed, itemized quotation printed on official company letterhead, fully signed and stamped.

Skills and Business Requirements

• Mandatory registration on the Central Suppliers Database (CSD) with a summary report attached to the bid.
• Valid Tax Compliance Status (TCS) PIN or certificate issued by the South African Revenue Service (SARS).
• Certified Broad-Based Black Economic Empowerment (B-BBEE) verification certificate or a sworn affidavit.
• Company registration documentation and certified identity copies of all directors or shareholders.
• VAT registration certificate (where applicable) and proof of physical business/residential address.
• A verifiable reference list demonstrating successful execution of similar supply contracts.
• Bids must remain valid for 120 calendar days from the closing date.
• Evaluation prioritizes specification compliance, value for money, operational capability, and adherence to the Preferential Procurement Policy Framework Act (PPPFA).

Unusual or Complicated Terms

• PPPFA 80/20 Preference Point System: A statutory evaluation framework allocating 80 points to price competitiveness and 20 points to designated socio-economic goals. Points are awarded based on Black ownership thresholds (100% or 51%) and geographic proximity to the municipality, district, or province. Claiming these points requires submitting a sworn affidavit with supporting documentation.
• Central Suppliers Database (CSD): A mandatory national registry where suppliers consolidate tax, banking, and company information. Participation is restricted exclusively to active CSD registrants.
• Standard Municipal Bidding Documents (MBDs): Legally binding declaration forms covering conflict of interest, past supply chain misconduct, independent bid determination (anti-collusion), and preference claims. Incomplete or inaccurate submissions result in automatic bid invalidation.
• Restriction Penalties: Under anti-corruption legislation, suppliers convicted of fraud, corruption, or bid-rigging may be prohibited from contracting with any public entity for up to ten years. The municipality reserves the right to impose such restrictions following due process.
