Objectives

The primary objective of this tender is to procure a qualified service provider to deliver comprehensive cleaning and related services at the Erica Child and Youth Care Centre (CYCC) within Nelson Mandela Metro for a period of twelve (12) months. The aim is to ensure a high standard of cleanliness, hygiene, safety, and environmental compliance in the facility, supporting the Department of Social Development’s goal of building a caring society.

Scope

The scope of work includes:

• Provision of cleaning services across the entire office site, including offices, common areas, toilets, kitchens, and vehicle cleaning.
• Gardening and landscaping services such as grass cutting, pruning, weed removal, and waste vegetation removal.
• Refuse removal and waste management, including servicing of sanitary bins.
• Cleaning of vehicles used by the centre.
• Supply of all necessary personnel, equipment, cleaning materials, protective clothing, and consumables (e.g., toilet paper).
• Adherence to health, safety, environmental, and occupational regulations as specified by relevant legislation.
• Verification and compliance with local economic development requirements, including sourcing from local suppliers and employment from the local ward.

Technical Requirements

The technical requirements include:

• Experience in providing cleaning services in an office environment for at least six (6) months.
• Provision of trained, uniformed, and equipped cleaning staff with personal protective equipment.
• Use of SABS-approved cleaning products and equipment in good working condition.
• Implementation of a cleaning schedule covering daily, weekly, and monthly tasks as per the specified checklist.
• Compliance with Occupational Health and Safety Act and Environmental Management standards.
• Capability to perform gardening services including grass cutting, pruning, weed control, and waste removal.
• Proper waste management, including servicing of sanitary bins and waste disposal.
• Provision of a detailed pricing schedule and adherence to the contract period of twelve months.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in office cleaning and maintenance services.
• Capacity to supply adequately trained and uniformed personnel.
• Knowledge of health, safety, and environmental regulations relevant to cleaning and gardening services.
• Ability to manage and execute a comprehensive cleaning schedule with quality assurance.
• Capacity to source and supply environmentally friendly and SABS-approved cleaning products and equipment.
• Experience in waste management and sanitation services, including servicing of sanitary bins.
• Understanding of local economic development policies, including sourcing from local suppliers and employment from the local ward.
