Objectives

The primary objective of this tender is to procure a service provider capable of delivering high-quality cleaning and gardening services at the Protea Child and Youth Care Centre (CYCC) in Nelson Mandela Metro for a period of twelve (12) months. The services aim to ensure a safe, clean, and hygienic environment compliant with occupational health, safety, and environmental regulations, thereby supporting the well-being of staff, residents, and visitors.

Scope

The scope of work includes:

• Provision of cleaning services across the entire office site, including common areas, offices, toilets, kitchens, staircases, fire escapes, and vehicle cleaning.
• Gardening services such as grass cutting, pruning, weed removal, leaf raking, and shrub trimming.
• Refuse removal and waste management, including servicing sanitary bins.
• Supply of all necessary cleaning equipment, materials, and consumables (e.g., detergents, toilet paper, protective clothing).
• Provision of cleaning staff, uniforms, and personal protective equipment.
• Maintenance of a safe and environmentally compliant working environment.

Technical Requirements

The technical requirements include:

• Minimum of six (6) months experience in office cleaning services.
• Provision of cleaning staff, equipment, and materials that meet SABS standards.
• Use of environmentally friendly and SABS-approved cleaning products and equipment.
• Adherence to occupational health and safety regulations, including proper protective clothing and signage.
• Regular cleaning schedules: daily, weekly, and monthly tasks as specified, including floor stripping, polishing, dusting, disinfecting, and window cleaning.
• Proper waste disposal and waste bin servicing, including sanitary bins.
• Provision of toilet paper (2-ply, SABS approved) and servicing of sanitary bins.
• Vehicle cleaning services for the centre’s vehicles, scheduled weekly.
• Gardening services scheduled monthly and bi-monthly, including grass cutting, weed removal, and pruning.

Skills Requirements

The skills and qualifications required for bidders include:

• Proven experience in office cleaning and maintenance services, with at least six (6) months in similar environments.
• Ability to supply and operate professional cleaning equipment such as vacuum cleaners, floor polishers, and scrubbers.
• Knowledge of health, safety, and environmental regulations relevant to cleaning and gardening services.
• Capacity to manage and supervise cleaning staff, ensuring adherence to quality standards and safety protocols.
• Ability to provide uniforms and personal protective equipment for staff.
• Demonstrated capacity to deliver services within the specified schedule and budget.
• Compliance with local economic development policies, including sourcing from local suppliers and employing local residents where possible.
