Objectives

The primary objective of this tender is to solicit quotations from suitable and experienced service providers for the construction of Steephill Ward 7 on Kwapeyi Road. The project aims to deliver a concrete road, including associated drainage and site preparation, in accordance with specified standards and legislative provisions.

Scope

The scope of work encompasses:

• Site clearance and preparation of the road reserve
• Construction of a 100m long, 5m wide reinforced concrete road with a thickness of 150mm
• Installation of contraction and expansion joints, reinforcement mesh, and surface finishing
• Construction of a V-drain on one side of the road, measuring 100m in length, 1m in width, and 330mm in depth
• Mass earthworks including gravel or crushed stone layers, cut and spoil removal
• Implementation of quality control measures and adherence to health and safety regulations

Technical Requirements

The technical specifications include:

• Construction of a concrete pavement with grade 25 MPa, 150mm thickness, slump 75-100mm, maximum aggregate size 19mm
• Reinforcement using welded wire mesh (Ref 193) with minimum laps of 300mm, placed mid-slab
• Joints: contraction joints at 3–5m spacing, sealed with approved sealant; expansion joints where necessary
• V-drain construction with 150mm thick concrete lining, ensuring proper fall and smooth finish
• Earthworks to achieve 93% Modified AASHTO density, with suitable compaction and shaping
• Compliance with standards such as SANS 1200, COTO specifications, and relevant legislation including OHS Act, COID Act, VAT Act, and Construction Industry Development Board regulations

Skills Requirements

The bid evaluation emphasizes:

• Experience in constructing concrete roads, with a requirement of having completed more than 5 relevant projects, supported by proof of award letters and certificates
• Qualified personnel, including a foreman, technician, or site agent with over 5 years of experience in concrete road projects, supported by CVs
• Capability to adhere to health and safety standards, including the preparation of a comprehensive H&S plan, PPE provision, signage, and traffic management
• Ability to meet quality control standards through testing, inspection, and compliance with specifications
• Capacity to deliver within the project duration of 6 weeks, with proper site management and resource allocation
