Objectives

The primary objective is to construct a reinforced concrete road section along KwaPeyi Road in Ward 7, specifically addressing a steep gradient area. The project aims to deliver a durable, compliant infrastructure asset that meets municipal engineering standards, ensures public safety, and is completed within a strict six-week timeframe.

Scope of Work

• Site Clearance: Clear and grub the entire road reserve, removing vegetation, debris, and unsuitable material.
• Roadbed Preparation: Execute a 150 mm undercut, proof-roll, compact in-situ material to 95% Modified AASHTO density, replace unsuitable soil, and shape to the required profile.
• Concrete Pavement: Construct a 100 m × 5 m reinforced concrete slab with a 150 mm thickness using 25 MPa grade concrete, incorporating formwork, vibration, and a broom finish for skid resistance.
• Reinforcement & Joints: Install Ref 193 welded mesh reinforcement at mid-depth with 300 mm laps. Provide contraction joints every 3–5 m and expansion joints where necessary, sealed with approved sealant.
• Curing: Maintain moisture curing for a minimum of seven days.
• V-Drain Construction: Build a 100 m long, 1 m wide, 330 mm deep concrete-lined V-drain on one side using 20 MPa concrete with a 150 mm lining, ensuring proper drainage fall and smooth finishing.
• Earthworks: Perform cut, borrow, and fill operations with a maximum free-haul distance of 1.0 km. Compact fill layers to 93% Modified AASHTO density and manage soft/hard excavation spoil.
• Health & Safety: Implement a comprehensive Health and Safety Plan, submit an H&S file for approval, and provide all necessary PPE, signage, and traffic management measures.

Technical Requirements

• Standards & Compliance: All works must adhere to SANS 1200, COTO Standard Specifications, SABS material standards, and relevant South African legislation (OHS Act, COID Act, Municipal Finance Management Act).
• Quality Control: Concrete deliveries must include strength certificates and batch plant test results. An engineer will inspect reinforcement placement prior to pouring. Strict tolerances apply: surface level ±10 mm, thickness -5/+10 mm, alignment ±10 mm.
• Pricing & Contractual Terms: Bidders must provide all-inclusive unit rates covering labour, plant, materials, transport, wastage, overlaps, testing, and 15% VAT. Quotations must remain valid for 120 days. The contract duration is strictly six weeks from the date of award.
• Submission Requirements: Bids must be hand-delivered to the designated municipal tender box before the closing deadline. Late submissions will be rejected. Bidders must be registered on the Central Suppliers Database (CSD) and submit their registration summary.

Skills & Experience Requirements

• Company Experience: Bidders are evaluated on the number of completed concrete road projects. Points are awarded based on project volume: more than five projects receive maximum points, while fewer projects receive proportionally lower scores.
• Key Personnel: The appointed foreman, technician, or site agent must demonstrate proven experience in concrete road construction. Experience thresholds directly impact scoring, requiring demonstrated competency in similar infrastructure projects.
• Regulatory Compliance: Contractors must possess the capability to manage statutory health and safety documentation, appoint competent personnel, conduct risk assessments, and maintain full compliance with occupational injury and compensation regulations.

• Modified AASHTO Density: A standardized laboratory compaction test method used in civil engineering to determine the optimal moisture-density relationship for soils. Achieving 93–95% of this maximum density ensures the road base can withstand heavy traffic loads without settling.
• SANS 1200 & COTO: South African National Standards and Council for Toll Roads specifications that dictate uniform methodologies for civil construction, ensuring consistency, safety, and durability in public infrastructure projects.
• GCC 2015 (3rd Edition): The General Conditions of Contract framework mandated for South African municipal procurements, outlining legal obligations, payment terms, dispute resolution, and performance guarantees.
• Ref 193/195 Mesh: Specific grades of pre-fabricated welded steel reinforcement mesh. These meshes provide tensile strength to concrete pavements, controlling cracking and distributing structural loads across the road surface.
