Tender Summary: Supply of Stickers & Acetone

Objectives

The KwaZulu-Natal Department of Health aims to procure essential laboratory and labeling materials for operational use at Old Boys Model School in Pietermaritzburg. The objective is to identify a qualified supplier capable of delivering high-quality goods efficiently while adhering to statutory public procurement frameworks and preferential procurement policies.

Scope

This is a one-off supply contract for goods. The scope includes the sourcing, packaging, and delivery of the following items to the designated facility:

• Medical Grade Acetone: One (1) unit of 10 liters.
• Magenta Stickers: Thirty (30) boxes of 10mm round adhesive labels.

All delivery costs must be incorporated into the quoted price. The quotation must remain valid for ninety (90) days from the closing date. Late submissions will not be accepted.

Technical Requirements

Bidders must strictly adhere to the following specifications and conditions:

• Acetone Specifications: Must be Medical Grade, liquid state, clear color, supplied in 10-liter containers.
• Sticker Specifications: Must be 10mm diameter, magenta color, constructed from adhesive paper, round shape, packed in boxes.
• Product Condition: All goods must be new, unused, and free from defects. Expired products are prohibited; items must possess a minimum remaining shelf life of six months upon delivery.
• Standards: Goods must conform to relevant South African National Standards (SANS) or South African Bureau of Standards (SABS) where applicable.
• Pricing: Prices must be firm for the duration of the validity period and inclusive of all taxes where the bidder is a VAT vendor.

Skills Requirements

As this tender pertains to the supply of standard goods, specialized technical skills are not required. However, bidders must demonstrate the following operational capabilities:

• Logistics Management: Ability to coordinate timely delivery to the specified address without delays.
• Administrative Compliance: Proficiency in completing mandatory official forms and submitting accurate documentation.
• Financial Stability: Evidence of sufficient financial resources to execute the order.
• Regulatory Knowledge: Understanding of public sector contracting obligations and compliance requirements.

Official government templates used to capture mandatory declarations regarding bidder eligibility, conflict of interest, and claims for preference points. Failure to submit completed SBDs results in disqualification.

Preference Points System

An evaluation mechanism that awards additional points based on socio-economic goals alongside price. This tender utilizes an 80/20 scoring model, where up to 20 points are allocated to companies that are 100% owned by Black African women.
