Tender Summary: Stove, Fridge and Lounge Suite

Objectives

The primary objective is to procure and deliver essential domestic appliances and furniture to designated healthcare facilities under the KwaZulu-Natal Department of Health. The aim is to equip staff residences and clinic common areas with functional, durable, and regulation-compliant household items to support operational readiness.

Scope of Work

• Supply and deliver two (2) four-plate electric stoves.
• Supply and deliver two (2) double-door refrigerators (approximately 348L capacity).
• Supply and deliver one (1) four-piece lounge suite set.
• Transport and hand over all items to specified hospital and clinic locations within KwaZulu-Natal.
• Contract duration: Once-off supply with a quotation validity period of ninety (90) days.

Technical Requirements

• Stove: Electric model featuring steam-assisted cleaning, black finish, curved aluminium removable inner glass doors, conventional bake and static grill functionality, and inclusion of a roast pan and chrome shelf.
• Fridge: Double-door unit with approximately 348L net volume, interior lighting, four fridge shelves, three door racks, ice maker drawer/egg tray, one freezer flap, and three freezer drawers. Approximate dimensions: 1850mm x 600mm x 650mm.
• Lounge Suite: Four-piece configuration comprising a six-seater (two-division couches) and two single armchairs or modular corner components. Must feature a hardwood frame, supawood seating webbing construction, and leather upholstery.
• All goods must be brand new, unused, and fully compliant with South African National Standards (SANS/SABS).
• Products must retain a minimum validity/shelf life of six months upon delivery.
• Top-scoring bidders may be required to submit physical samples for specification verification.

Skills Requirements

• Proven logistical capacity to coordinate multi-site deliveries within agreed timeframes.
• Competence in managing after-sales service, warranty claims, and spare parts availability.
• Ability to accurately complete and submit mandatory public procurement documentation without errors.
• Understanding of South African public finance management regulations, including anti-collusion, conflict-of-interest disclosure, and preferential procurement scoring.
• Financial and operational stability to sustain once-off delivery obligations without disruption.

• 80/20 Preference Point System: A standard South African public procurement scoring framework where up to 80 points are allocated for competitive pricing and up to 20 points for specific socio-economic transformation goals (here, companies at least 51% owned by Black people).
• SBD Forms: Standardised Bid Documents mandated by National Treasury for administrative compliance, bidder disclosure, preference claims, and contract acceptance.
• GCC & SCC: General and Special Conditions of Contract that define legal obligations, payment cycles, warranty periods, delay penalties (calculated using the prime interest rate), and termination rights.
• CSD Registration: The Central Suppliers Database, a mandatory national registry where all suppliers must maintain verified company, tax, and banking details to qualify for government contracts.
