Objectives

The primary objective of this tender is to procure and deliver essential hardware and carpentry materials to support routine maintenance, repairs, and facility upkeep at St Apollinaris Hospital.

Scope

This is a one-off supply contract covering the sourcing, packaging, transportation, and delivery of a predefined list of construction and finishing materials directly to the hospital premises. The contract operates on a single-delivery basis with a quotation validity period of ninety days. No installation, labour, or long-term service obligations are included.

Technical Requirements

• All goods must strictly match the quantities, dimensions, and material specifications outlined in the annexure (e.g., corrugated roofing sheets, wood rafters, paints, fasteners, cement, river sand, and abrasive discs).
• Supplied items must be new, unused, and free from manufacturing defects. Expired products are prohibited, and all goods must retain a minimum shelf life of six months upon delivery.
• Materials must comply with relevant South African National Standards (SANS) or Southern African Bureau of Standards (SABS) approvals. Certificates of compliance must be provided when requested.
• Bidders must submit all-inclusive prices covering VAT (if registered), packaging, handling, and full delivery costs to the designated site.
• Quoted prices must remain firm for the entire ninety-day validity period. Variable, conditional, or non-firm pricing will result in disqualification.

Skills Requirements

As this is a pure goods-supply contract, no specialised trade qualifications, engineering credentials, or installation skills are required. Bidders must demonstrate commercial and logistical capability to source, warehouse, and transport construction materials efficiently. Administrative competence is mandatory, including valid Central Supplier Database (CSD) registration, active SARS tax clearance, and accurate completion of standard procurement declaration forms.

Notable Procurement Terms

80/20 Preference Point System: Evaluations allocate eighty percent weighting to price competitiveness and twenty percent to specific socio-economic goals. The twenty points are exclusively reserved for enterprises manufacturing within KwaZulu-Natal province.

Anti-Cover Quoting Policy: Submitting multiple bids through affiliated, subsidiary, or personally linked companies constitutes cover-quoting. This is classified as procurement fraud and triggers immediate disqualification.

Delay Penalties: Failure to deliver within the agreed timeframe incurs financial penalties calculated daily using the current prime interest rate applied to the value of the delayed goods.
