Objectives

The primary objective of this tender is to procure a reliable supplier capable of providing high-quality carpentry and hardware materials to support routine maintenance, repairs, and facility upkeep at St Apollinaris Hospital under the KwaZulu-Natal Department of Health.

Scope

This is a one-off supply contract encompassing the sourcing, packaging, transportation, and delivery of a comprehensive list of construction and finishing materials directly to the hospital site. The scope covers items including corrugated roof sheeting, wood rafters, treated purlins, fibre cement boards, interior/exterior paints, varnishes, sealants, fasteners, masonry and steel cutting discs, cement, river sand, barrel bolts, and assorted hand tools. All logistics and delivery costs must be factored into the quoted price.

Technical Requirements

• All goods must be new, unused, and of the most recent models, free from design, material, or workmanship defects.
• Products must comply with applicable South African National Standards (SANS/SABS/CKS). Certificates of compliance must be provided when requested.
• Supplied items must have a minimum remaining validity of six months post-delivery. Specific products (e.g., certain paints and varnishes) require manufacturer warranties ranging from ten to fifteen years.
• Pricing must be firm, all-inclusive, and valid for ninety days from the closing date.
• Bidders must strictly adhere to the attached itemised specification list. Partial, substituted, or non-compliant offers will be rejected.
• No physical samples are required, but the procuring entity reserves the right to inspect supplier records and conduct quality verification during contract execution.

• Mandatory registration and verified status on the Central Supplier Database (CSD).
• Valid tax clearance documentation issued by the South African Revenue Service (SARS).
• Demonstrated logistical capacity to handle bulk construction materials, manage timely deliveries, and maintain product integrity throughout transit.
• Completion of all statutory returnable forms (SBD 4, SBD 6.1, Official Price Page) without omissions or alterations.
• Preference points are awarded under the Preferential Procurement Policy Framework Act, specifically targeting enterprises manufacturing within KwaZulu-Natal.

• 80/20 Preference Point System: A public procurement evaluation model where eighty percent of the total score is allocated to price competitiveness and twenty percent to specific socio-economic goals (in this case, KZN-based manufacturing enterprises).
• General and Special Conditions of Contract (GCC/SCC): Standardised legal frameworks governing state procurement. They define mutual rights, payment schedules, warranty periods, inspection rights, and dispute resolution procedures. SCCs override GCCs where conflicts arise.
• Prime Interest Rate Penalty: A contractual clause stating that daily financial penalties for delayed deliveries will be calculated using the prevailing prime lending rate until full performance is achieved.
• Cover-Quoting Prohibition: A strict anti-fraud regulation preventing multiple companies controlled by the same individuals or entities from submitting competing bids for the same contract. Violation constitutes corruption and results in immediate disqualification and potential public sector blacklisting.
