Objectives

The primary objective of this tender is to procure and deliver essential electric appliances to support daily operations across multiple community health centres and clinics in the KwaZulu-Natal province. The procurement aims to ensure the timely provision of functional, compliant equipment while adhering to national public procurement legislation, value-for-money principles, and socio-economic transformation targets.

Scope

This is a one-off supply contract requiring the delivery of specified electric appliances to eight distinct health facilities. The scope encompasses:

• Product Range: Water dispensers (with 20L bottles), two-plate stoves with ovens, domestic microwaves (30L), deep freezers (195L), and domestic refrigerators (260L and 195L).
• Delivery Locations: Ludimala Clinic, Port Edward Clinic, Gamalakhe CHC, Shelly Beach Clinic, Braemer Clinic, Ntabeni Clinic, Gcilima Clinic, and Mvutshini Clinic.
• Logistics: All transportation, handling, and delivery costs must be fully incorporated into the quoted price. The supplier bears all risks until goods are delivered and accepted at the designated sites.

Technical Requirements

Bidders must supply brand-new, unused appliances that strictly meet or exceed the following technical and compliance criteria:

• Standards & Quality: All goods must comply with relevant SANS/SABS specifications, represent current manufacturing models, and carry a minimum validity/shelf-life of six months upon delivery. Second-hand or expired products are strictly prohibited.
• Product Specifications: Microwaves require a 30L capacity, metallic finish, digital controls, and 700–900W output. Deep freezers must be 195L multi-mode chest designs in white. Refrigerators must match specified capacities (260L or 195L) with appropriate finishes and mounting configurations.
• Warranty & Support: A standard twelve-month warranty applies from delivery acceptance, covering defects in design, materials, or workmanship. Suppliers must provide operation manuals and facilitate repairs or replacements at no cost to the purchaser.
• Mandatory Documentation: Updated Central Suppliers Database (CSD) report, SARS tax clearance confirmation, B-BBEE status certificate or sworn affidavit, proof of prior delivery experience (order and delivery notes), and completed official quotation forms.
• Pricing & Validity: Quotations must be firm for ninety days, include all applicable taxes, and clearly state delivery timelines.

Skills Requirements

No specialised technical certifications are mandated, but bidders must demonstrate the following operational competencies:

• Proven track record in sourcing and delivering electrical goods to public health institutions.
• Robust logistical capacity to manage multi-site deliveries across geographically dispersed rural and semi-urban clinic locations.
• Familiarity with South African public procurement frameworks, including compliance management, contract administration, and audit readiness.
• Ability to coordinate warranty servicing, maintain accurate delivery records, and respond promptly to institutional verification requests.

Key Terms & Conditions

The tender incorporates standard public sector procurement mechanisms. Notable terms include:

• 80/20 Preference Point System: Evaluation allocates eighty points for competitive pricing and twenty points for specific socio-economic goals. Points are awarded to enterprises at least fifty-one percent Black-owned and those operating within the municipality where services are rendered.
• General & Special Conditions of Contract (GCC/SCC): Standard legal frameworks governing delivery schedules, penalty deductions for delays (calculated using the prime interest rate), termination rights for default or fraud, anti-collusion provisions, and dispute resolution through mediation or courts.
• Performance Security: Successful bidders must furnish a bank guarantee or certified cheque within thirty days of contract award to secure contractual obligations.
• Tax & Compliance Mandates: Strict adherence to SARS tax compliance and CSD verification is mandatory. Non-compliant or incomplete submissions will result in automatic disqualification.
