Objectives

The primary objective of this tender is to procure and deliver essential electric household and kitchen appliances to multiple public health facilities within the KwaZulu-Natal Province Department of Health. The contract aims to equip clinics and community health centres with reliable equipment for staff welfare, food preparation, and safe storage of medical or biological specimens.

Scope

This is a once-off supply contract covering the delivery of six categories of electric appliances across nine designated health facilities. Required items include water dispensers (with 20L bottles), two-plate stoves with ovens, 30-litre domestic microwaves, 195-litre deep freezers, and domestic refrigerators (260-litre and 195-litre variants). Quantities range from one to thirteen units per item, distributed according to a facility-specific allocation schedule. All goods must be delivered directly to the specified clinic locations, with all transportation and handling costs included in the quoted price.

Technical Requirements

• Product Standards: All appliances must be brand-new, unused, current models, and compliant with South African Bureau of Standards (SABS/SANS) specifications. Products must have a minimum remaining shelf life of six months upon delivery.
• Specific Specifications: Microwaves must feature 30-litre capacity, metallic finish, digital controls, and 700–900 W power output. Deep freezers must be approximately 198 litres, multi-mode chest type, white finish, and A-rated energy efficient. Refrigerators must match specified litre capacities and finishes (e.g., 260-litre silver double-door).
• Documentation: Bidders must submit an updated Central Suppliers Database (CSD) report, SARS tax clearance certificate, B-BBEE status verification or sworn affidavit, and proof of prior successful deliveries to health facilities.
• Contractual Compliance: Offers must adhere to the General and Special Conditions of Contract, including a standard twelve-month warranty, right to inspect/test goods, and daily penalty calculations based on the prime interest rate for delayed deliveries.

Skills Requirements

No specialised technical certifications are mandated. However, bidders must demonstrate proven logistical and supply chain management capabilities. Evaluation requires documented evidence of previous order fulfilment and delivery notes to verify operational capacity. Suppliers must possess the administrative competence to complete mandatory standard bid forms, navigate preferential procurement frameworks, and coordinate multi-site deliveries efficiently. Clean performance records are essential, as prior defaults without acceptable justification will result in immediate disqualification.

• 80/20 Preference Point System: A government procurement evaluation model where 80% of scoring is allocated to price competitiveness and 20% to socio-economic goals, specifically granting full points to enterprises at least 51% owned by Black people or operating within the procuring municipality.
• Central Suppliers Database (CSD): A National Treasury-maintained online registry mandatory for all entities bidding on South African public sector contracts. Verification confirms tax compliance, legal standing, and banking details.
• Standard Bid Document (SBD) Forms: Prescribed government declarations requiring bidders to disclose conflicts of interest, company structure, and preference point claims. Incomplete or missing forms result in automatic disqualification.
• General Conditions of Contract (GCC) & Special Conditions of Contract (SCC): Legally binding terms governing contract execution, payment schedules, warranty periods, termination rights, and anti-collusion measures. SCC provisions override GCC where conflicts arise.
• Cover-Quoting Prohibition: A strict anti-fraud measure where submitting multiple bids under different company names for the same tender is classified as corrupt practice, leading to automatic disqualification and potential ten-year procurement bans.
