The primary objective is to procure and deliver high-quality office furniture and seating solutions to support the operational needs of the Municipal Manager’s Office. The tender seeks qualified suppliers capable of manufacturing, supplying, and delivering specified items within agreed timeframes and quality standards.

Scope

The procurement covers seven distinct items, including various office chairs, tables, a desk, and filing cabinets. Quantities range from one to thirty-nine units per item. All items specify either exact models or acceptable equivalents, primarily in black finish, with specific material requirements such as leather touch, glass, and stainless steel.

Technical Requirements

• Registration on the Central Supplier Database (CSD) and current tax compliance status are mandatory.
• Quotations must be submitted on official company letterhead, remain valid for thirty days, and clearly state both unit and total prices inclusive of VAT.
• Suppliers must attach CIPC registration documents, proof of local municipal rates payment or a certified lease/agreement, and photographic evidence of the quoted products.
• Financial viability is assessed through a bank statement demonstrating working capital equivalent to forty percent of the total contract value.
• Bidders must complete prescribed Municipal Bidding Documents (MBDs) addressing tax status, declarations of interest, past supply chain management conduct, and independent bid determination.

Skills and Experience Requirements

• Proven industry experience in manufacturing and delivering comparable office furniture is required.
• Bidders must provide recommendation letters, appointment letters, or purchase orders demonstrating prior execution of similar projects, accompanied by verifiable client references.
• Financial management capabilities are evaluated to ensure the supplier possesses adequate liquidity to fulfill delivery obligations without cash flow disruptions.

Notable Terms and Conditions

The evaluation follows an 80/20 Preferential Procurement Policy Framework Act (PPPFA) system, allocating eighty points to price and twenty points to specific socio-economic goals. These goals reward enterprises based on geographic location, ownership demographics (black-owned, women-owned, youth-owned, or persons with disabilities), and require corresponding verification documentation. The “or equivalent” clause permits alternative product models provided they meet or exceed the stated specifications. The working capital requirement ensures suppliers have immediate financial resources to cover initial production and logistics costs. Standard anti-collusion and fraud prevention declarations are enforced, with non-compliance resulting in automatic disqualification.
