Technical Requirements

• Material Composition: Top layer of medical-grade crepe paper (60g) bonded with a transparent two-layer PET/CPP or PET/PE laminate film.
• Dimensions: 150mm width.
• Sealing Mechanism: Factory-applied three-side seal. End-users cut to required length and heat-seal both ends. Must incorporate two or three chemical indicator lines.
• Chemical Indicators: Lead-free and non-toxic ink. Steam indicator transitions from pink to brown-black; FORM indicator transitions from yellow to brown. Must comply with ISO 11140-1.
• Performance Metrics: Clean peel capability without fiber tearing or delamination. Minimum seal strength of 1.5 N/15mm (validated per ASTM F88). Paper wet strength exceeding 40kPa and dry burst strength exceeding 200 kPa.

Notable Terms and Conditions

• Sterile Barrier System (SBS) & Heat-Seal Steri: Specialized medical packaging engineered to allow steam or ethylene oxide gas penetration during sterilization cycles while subsequently forming an impenetrable barrier against bacteria, dust, and moisture to maintain product sterility until clinical use. Requires precise chemical indicators and rigorously validated seal integrity.
• 80/20 Preference Point System: Evaluation awards 80 points based on price competitiveness and 20 points exclusively for promoting South African-owned enterprises. Claiming the full 20 preference points requires verifiable proof of local ownership via CIPC director/member documentation.
• Delay Penalties & Restriction Clauses: Late deliveries incur financial penalties calculated at the prevailing prime interest rate per day of delay. Persistent non-performance or engagement in corrupt/fraudulent practices may result in contract termination and a prohibition from conducting business with the public sector for up to ten years.
