Objectives

The primary objective of this tender is to procure and deliver high-quality, compliant physiotherapy equipment and consumables to support patient rehabilitation, safe mobilization, and therapeutic exercises at the Imbalenhle Community Health Centre.

Scope

This is a one-off supply contract covering a diverse range of physiotherapy items, including adult auxiliary and elbow crutches, walking sticks, pulpit walkers, exercise resistance bands (extra light, light, medium), massage oil, gel ball hand exercisers, vertical tilt mirrors, neuroproprioceptive strapping tape, and crutch ferrules with washers. The successful bidder must deliver all ordered items within seven to fourteen days of receiving an official purchase order. Partial deliveries and part payments are strictly prohibited. Quoted prices must remain firm for ninety days, and all delivery costs must be fully inclusive.

Technical Requirements

• All goods must be brand new, unused, and represent the most recent or current models available.
• Products must strictly adhere to the detailed specifications provided in the annexures, including exact materials (e.g., aluminium, wood, latex, thermoplastic rubber), dimensions, weight/resistance ratings, colour codes, and safety features.
• Supplied items must meet relevant South African National Standards (SANS/SABS) where applicable.
• Goods must have a minimum remaining validity or shelf life of six months upon delivery; expired products will be rejected.
• A standard warranty applies for twelve months after delivery and acceptance, or eighteen months from shipment, whichever concludes earlier.
• The supplier bears all risks and costs associated with transportation, handling, and delivery to the designated health centre facility.
• Bidders must formally confirm specification compliance during the evaluation stage.

Skills Requirements

No specialized clinical or engineering skills are mandated. However, bidders must demonstrate operational competence in medical device distribution, including efficient inventory management, reliable logistics coordination, and strict adherence to public sector procurement compliance. Essential administrative capabilities include maintaining valid Central Supplier Database (CSD) registration, SARS tax clearance, B-BBEE status verification, and holding a valid South African Health Products Regulatory Authority (SAHPRA) licence for medical device wholesale or distribution.

• 80/20 Preference Point System: An evaluation model where eighty percent of scoring is allocated to price competitiveness, and twenty percent is reserved for specific transformation goals, specifically favouring South African-owned enterprises.
• SAHPRA Licence: A mandatory regulatory authorisation required for any entity manufacturing, wholesaling, or distributing medical devices in South Africa, ensuring products meet national safety and quality standards.
• Performance Security: A financial guarantee (typically a bank guarantee or certified cheque) that the successful supplier must submit within thirty days of contract award to guarantee contractual fulfilment.
• Prime Interest Rate Penalty: A daily financial deduction applied to delayed deliveries, calculated using the prevailing prime lending rate until actual delivery is completed.
