Objectives

The primary objective is to procure and deliver high-quality staff uniforms and personal protective equipment (PPE) to ensure hospital personnel are properly equipped, easily identifiable across departments, and protected during clinical and support duties.

Scope

This is a one-off supply contract covering a comprehensive range of uniform garments and safety gear. The procurement encompasses:

• Menswear: Navy trousers, white short-sleeve shirts, black safety shoes, navy V-neck jerseys, blue boiler suits, black gumboots, and elbow-length gloves (red and blue).
• Womenswear: Navy skirts, white blouses/shirts, black safety shoes, navy V-neck jerseys, blue boiler suits, black gumboots, and elbow-length gloves.

Specific quantities and individualized sizes for designated staff members are detailed in the attached specification annexures. All goods must be delivered directly to Victoria Mxenge Hospital.

Technical Requirements

Bidders must strictly adhere to prescribed material compositions, construction methods, and quality benchmarks:

• Material Specifications: Shirts require a 65% polyester/35% cotton blend; trousers must be 55% Trevira/45% new wool; skirts use 100% Treviral; jerseys are 100% polyester; boiler suits are polycotton twill; footwear requires full-grain leather uppers with rubber or single-density PU soles; gumboots demand steel toe caps and slip-resistant cleated soles; gloves must be premium cow split leather with full cotton lining and Kevlar stitching.
• Quality & Compliance: All products must be brand new, of good top quality, and SABS-approved where indicated. Expired or second-hand goods are strictly prohibited. Delivered products must retain a minimum validity period of six months.
• Samples: Physical samples of every line item are mandatory and must be submitted by the closing date for verification against the technical annexures.
• Pricing & Delivery: Quotes must reflect firm, all-inclusive delivered prices. Delivery timelines must be explicitly stated, and late delivery incurs daily financial penalties calculated at the prevailing prime interest rate.

Skills & Capacity Requirements

No formal academic certifications are mandated; however, bidders must demonstrate robust operational and administrative capability:

• Supply Chain & Logistics Management: Proven ability to source, manufacture, or distribute complex garment specifications, manage size-specific allocations for named staff, and execute timely deliveries to the hospital site.
• Regulatory & Administrative Compliance: Active registration on the Central Suppliers Database (CSD), valid SARS tax clearance status, and proficiency in completing standard bidding declarations (SBD 4 for conflict of interest disclosures and SBD 6.1 for preference point claims).
• Contractual & Financial Resilience: Capacity to honor warranty obligations (typically 12 months post-acceptance), absorb performance risks, and operate without engaging in cover-quoting or collusive bidding practices.

Notable Procurement Terms

80/20 Preference Point System: Bid evaluations allocate 80 points to price competitiveness and 20 points exclusively to promoting South African-owned enterprises. Bidders must submit CIPC certificates confirming 100% South African directorship/membership to secure these points.

Strict Sample & Specification Adherence: The evaluation process mandates physical sample submission and exact compliance with material/weave/thread-count annexures. Failure to provide samples or deviate from technical parameters results in immediate disqualification. The department retains absolute discretion to reject non-compliant quotes regardless of pricing.
