Objectives

The primary objective of this tender is to procure and deliver a comprehensive range of building materials, maintenance supplies, and tools required for facility upkeep at Christ the King Hospital. The procurement aims to ensure timely, cost-effective acquisition of compliant goods while adhering to public sector procurement legislation and promoting local economic participation through preferential scoring mechanisms.

Scope

This is a once-off quotation for the supply and delivery of seventy-six distinct line items across multiple construction and maintenance categories. The scope encompasses:

• Timber & Wood Products: Treated pine boards, purlins, battens, laminated wood, dowel rods, ceiling boards, cornice, and meranti doors.
• Roofing & Weatherproofing: Galvanized roofing screws, roof membrane, interlocking roof tiles, roof sealer, and clear Perspex sheets.
• Fasteners & Hardware: Dry wall screws, chipboard screws, wire nails, brackets, hydraulic/piano/butt/concealed hinges, hasps and staples, padlocks, cylinder locks, door handles, and castor wheels.
• Paints, Sealants & Finishes: Wall and ceiling paint, stoop paints, wood filler, timber varnish, thinners, silicon sealant, and glazing putty.
• Tools & Equipment: Jigsaw blades, sash clamps, mitre saw, planer, belt sanders, nail guns/staplers, tenon saw, masonry/flat bit packs, and glass cutters.
• Masonry & Drainage: Cement bags, ceiling plaster, storm water drain covers, and cold-mix pothole patch solution.

All goods must be delivered to Christ the King Hospital. The quotation validity period is ninety days, and prices must remain firm throughout the contract term.

Technical Requirements

• Quality & Standards: All items must be new, unused, and comply with relevant South African National Standards (SANS/SABS). Materials must meet industrial-grade and heavy-duty specifications.
• Shelf Life & Condition: Products must retain a minimum of six months' validity upon delivery. Expired or second-hand goods are strictly prohibited.
• Packaging & Logistics: Goods must be packaged to prevent damage during transit and withstand rough handling and environmental exposure. All delivery costs must be factored into the quoted price.
• Warranty: A twelve-month warranty applies from delivery acceptance, or eighteen months from shipment, whichever is earlier. Defective items must be repaired or replaced at the supplier's expense.
• Compliance Documentation: Bidders must submit fully completed official quotation forms, SBD 4 (Disclosure of Interest), SBD 6.1 (Preference Points Claim), updated CIPC registration, and Central Suppliers Database (CSD) compliance reports. SARS PIN verification is mandatory for tax clearance validation.
• Samples: Picture samples may be requested for specific items and must be provided when formally directed.

Skills Requirements

As this is a pure supply contract rather than an installation or construction service, specialized trade skills are not mandated. However, bidders must demonstrate:

• Supply Chain & Logistics Competence: Ability to source, consolidate, package, and deliver diverse goods within agreed timeframes and locations.
• Administrative & Regulatory Proficiency: Capability to accurately complete mandatory government returnable documents, maintain tax compliance, and navigate the Central Suppliers Database.
• Quality Assurance Knowledge: Understanding of SABS/SANS standards to verify that all supplied materials meet specified industrial and heavy-duty classifications.
• Incidental Service Readiness: Capacity to provide basic operational documentation, such as user manuals or safety data sheets, if requested under general contract conditions.

Explanation of Unusual or Complicated Terms

• 80/20 Preference Point System: An evaluation model allocating eighty points to price competitiveness and twenty points to socio-economic goals. Full points are awarded to South African-owned enterprises, verified via CIPC certificates.
• Cover-Quoting Prohibition: A strict anti-fraud measure preventing bidders from submitting multiple quotations under different company names for the same tender. Discovery results in immediate disqualification and potential public sector blacklisting.
• Performance Security: A financial guarantee (bank guarantee or certified cheque) required within thirty days of contract award to protect the purchaser against supplier default or non-performance.
• Prime Interest Rate Penalty: A daily financial deduction applied to delayed deliveries, calculated using the prevailing prime lending rate until actual performance is achieved, as stipulated in general contract conditions.
