Objectives

The primary objective of this tender is to procure and deliver bulk water meters and pre-assembled meter boxes to support municipal water infrastructure operations. The municipality aims to secure competitive pricing while advancing socio-economic transformation through a structured preferential procurement evaluation framework.

Scope

The tender covers the supply and delivery of 280 units comprising:

• 150 mm Full Flow Bulk Meters
• 15 mm AGB800 Above Ground House Connection Boxes

All goods must be delivered to the designated municipal storage facility at Marburg Stores. Submitted quotations must remain valid for a minimum of 30 days from the closing date. Late, incomplete, or improperly formatted submissions will be automatically disqualified.

Technical Requirements

• Meter Box Specification: Boxes must be pre-assembled and fitted with Class C cold-water meters. Approved manufacturer brands include Kent, Honeywell, Sensus, or Meinecke. All items must strictly comply with Ugu District Municipality technical specifications.
• Compliance Documentation: Bidders must submit completed official municipal bidding forms, including tax compliance verification, declaration of interest, past supply chain conduct records, and independent bid determination certificates.
• Tax & Registration: A valid Tax Compliance Status (TCS) PIN or Central Supplier Database (CSD) number is mandatory. Foreign suppliers must complete additional residency and tax liability questionnaires.
• Eligibility Restrictions: Individuals or entities currently in the service of the state (including municipal councils, provincial/national departments, and public entities) are strictly prohibited from participating.

Skills Requirements

No specialized technical or professional certifications are explicitly mandated. Successful bidders are expected to demonstrate standard commercial capabilities, including inventory management, logistics coordination, quality assurance for metering equipment, and familiarity with municipal procurement compliance and documentation procedures.

Key Terms and Conditions

80/20 Preferential Procurement System: Bid evaluation allocates 80 points to price competitiveness and 20 points to specific socio-economic goals. These goals include black ownership, promotion of rural and urban local businesses, and representation of youth, women, and persons with disabilities. Claiming these points requires sworn affidavits and verified supporting documentation.

General Conditions of Contract (GCC): Standard municipal contractual terms govern the agreement, covering delivery schedules, warranties, performance penalties, and dispute resolution mechanisms.

Integrity & Anti-Collusion Declarations: Bidders must certify independent pricing, disclose any potential conflicts of interest, and confirm no history of fraud, corruption, or contract defaults within the past five years. Suspicious bids may be reported to regulatory authorities for investigation.
