Objectives

The primary objective is to procure and deliver essential electrical maintenance materials, tools, safety equipment, and lighting components required for the continuous operational upkeep of Christ the King Hospital. The procurement aims to ensure reliable, cost-effective, and compliant supply of goods while supporting local economic development through statutory preferential procurement policies.

Scope

This is a one-off contract covering the supply and delivery of approximately forty distinct items across four main categories:

• Electrical Components: Circuit breakers, earth leakage units, switches, sockets, PVC conduits, flat surface cables, and spiral heating elements.
• Lighting Solutions: LED open channel fittings, fluorescent tubes, replacement modules, and screw/pin-type globes.
• Maintenance Tools & Equipment: Hydraulic crimpers, cable cutters, crimping pliers, drill bit sets, step ladders, and heavy-duty tool bags.
• Safety & PPE: Heavy-duty insulated PVC gloves, nylon lycra gloves, welding gloves, and ear muffs.

All deliveries must be completed at the hospital’s maintenance facility within thirty days of the official purchase order. Quotations must reflect firm, all-inclusive pricing covering transport, handling, and profit. Used or second-hand items are strictly prohibited.

Technical Requirements

• All goods must be brand new, unused, and hold valid SABS certification.
• Bidders must submit photographic samples matching specifications for items 13, 15, 16, and 17.
• Pricing must remain fixed for ninety days and include VAT where applicable.
• Supplied products must have a minimum validity or shelf-life of six months upon delivery.
• A twelve-month warranty applies from the date of acceptance, covering defects in design, materials, or workmanship.
• Mandatory administrative compliance includes active Central Suppliers Database (CSD) registration, updated CIPC documentation, SARS tax clearance verification, and fully completed disclosure and preference forms.
• Late submissions, incomplete documentation, or non-compliant products will result in immediate disqualification.

Skills Requirements

This is a pure goods-supply contract; therefore, no specialized technical, engineering, or trade skills are required from the bidder. Success depends on robust logistical capability, efficient inventory management, rigorous quality assurance processes, and the ability to source certified electrical components reliably. Bidders must demonstrate financial stability, established distribution networks, and strict adherence to delivery timelines.

• SABS Approved: Certification by the South African Bureau of Standards confirming that products meet nationally mandated safety, performance, and quality benchmarks.
• 80/20 Preference Point System: A procurement evaluation model allocating eighty percent of scoring to competitive pricing and twenty percent to socio-economic goals, specifically prioritizing South African-owned enterprises.
• Performance Security: A financial guarantee (typically a bank guarantee or certified cheque) required within thirty days of contract award to protect the purchaser against supplier default or failure to fulfill contractual obligations.
• Central Suppliers Database (CSD): A national Treasury-maintained registry that verifies supplier legitimacy, tax compliance, and banking details. Active registration is compulsory for all participating bidders.
