Objectives

The primary objective of this tender is to procure and deliver essential electrical equipment and power generation tools to support municipal infrastructure and operational needs. The municipality seeks competitive quotations from qualified suppliers who can meet strict technical specifications, adhere to statutory procurement legislation, and deliver goods within agreed timeframes.

Scope

The tender covers the supply and delivery of the following items:

• Inverter Generator: 4000W, 220V, 50Hz, super silent, electric start.
• Submersible Pumps (Category 1): Flow rate of 1000L/min, 30-meter head, quantity of 3 units.
• Drive Unit: Honda or equivalent brand, 5.5HP, square frame configuration, quantity of 1 unit.
• Submersible Pumps (Category 2): Quantity of 2 units.

Bidders must provide unit prices, calculate line totals excluding VAT, and indicate the expected delivery lead time (in days or weeks) following order confirmation.

Technical Requirements

• All supplied equipment must be new, fully functional, and compliant with applicable South African safety and quality standards.
• The drive unit must operate at or below 2800 RPM under normal conditions.
• Pump specifications must precisely match the stated flow rate and head height requirements.
• Quotations must remain valid for a minimum of 30 days from the closing date.
• Delivery must occur within the timeframe declared by the bidder after the municipality issues a formal purchase order.

Skills & Compliance Requirements

No specialized trade certifications are explicitly mandated, but bidders must demonstrate strong administrative, logistical, and regulatory compliance capabilities:

• Maintain active tax compliance status, verified via a SARS-issued TCS PIN or Central Supplier Database (CSD) number.
• Complete and submit all mandatory Municipal Bidding Documents (MBD1, MBD4, MBD6.1, MBD8, MBD9) exactly as provided; altered or re-typed forms result in automatic disqualification.
• Provide sworn affidavits proving ownership structure, black economic empowerment status, and eligibility for local business or empowerment preferences.
• Submit declarations confirming no history of fraud, corruption, contract default, or inclusion on the Register for Tender Defaulters.
• Issue a Certificate of Independent Bid Determination to certify absence of collusive pricing or bid-rigging arrangements.
• Comply with the Preferential Procurement Policy Framework Act (PPPFA) and Municipal Supply Chain Management Regulations.

Key Terms & Conditions

80/20 Preferential Point System: An evaluation framework where 80 points are awarded based on price competitiveness and 20 points are allocated for socio-economic transformation goals, including black ownership, rural/urban local business development, and youth/women/disabled representation.

MBD Documentation Suite: Standardized South African municipal forms covering invitation terms, conflict-of-interest declarations, preference claims, past supply chain conduct, and anti-collusion certificates. These are legally binding and must be submitted unmodified.

Tax & Supplier Verification: Active tax clearance and CSD registration are mandatory. Foreign suppliers must complete additional residency and taxation questionnaires.

Submission Protocol: Bids must be physically sealed, clearly endorsed with the reference number, and deposited in the designated municipal tender box before the deadline. Electronic, faxed, or late submissions are strictly invalid. The municipality reserves the right to accept or reject any or all bids without providing reasons.
