Objectives

The primary objective of this tender is to procure and deliver essential generator maintenance components to the Ugu District Municipality. The municipality aims to secure a reliable supplier capable of ensuring operational continuity through the timely provision of specified piping materials.

Scope

The scope covers the supply and delivery of a single unit comprising a generator makeup pipe and associated exhaust pipe rerouting materials. Following contract award and official order placement, the precise delivery timeframe will be determined. The municipality retains the right to accept or reject any bid, in whole or in part, and may cancel the tender process if deemed necessary.

Technical Requirements

Technical specifications are straightforward and strictly limited to the physical supply of the stated piping components. No detailed engineering drawings, performance testing protocols, or installation services are requested. Bidders must ensure that the supplied materials meet standard industrial quality benchmarks suitable for generator applications. All submissions must be completed using official municipal bidding forms without alteration, and failure to submit required certified documentation will result in immediate disqualification.

Skills Requirements

No specialized technical certifications, engineering licenses, or advanced trade qualifications are mandated. Suppliers must demonstrate fundamental logistical and administrative capabilities to manage order processing, secure packaging, and punctual delivery to the municipality’s designated facility. Proficiency in navigating standard public sector procurement compliance, contract administration, and financial reporting is also expected.

Key Procurement Terms & Conditions

Bidders should familiarize themselves with the following standard South African public procurement frameworks applied to this tender:

• 80/20 Preferential Point System: An evaluation methodology where 80 points are awarded based on competitive pricing and 20 points are allocated for socio-economic transformation goals, including black ownership percentages, local business promotion, and representation of youth, women, and persons with disabilities.
• MBD Forms: Mandatory Municipal Bidding Documents used to verify tax compliance, declare potential conflicts of interest, confirm clean supply chain management history, and certify independent bid determination to prevent collusion.
• TCS/CSD Verification: Bidders must demonstrate active Tax Compliance Status (TCS) through the national revenue authority and maintain registration on the Central Supplier Database (CSD) to qualify for evaluation.

All quotations must remain valid for thirty days from the closing date. Late, incomplete, or improperly submitted bids will be invalidated. The municipality enforces strict anti-collusion and anti-corruption regulations, requiring full transparency regarding company ownership, directorships, and historical contract performance. Persons currently in the service of the state are ineligible to participate.
