Objectives

The primary objective is to procure and deliver high-quality medium voltage underground cable accessories to support Bitou Municipality’s electrical infrastructure maintenance, rehabilitation, and expansion projects. The municipality seeks a reliable supplier capable of providing compliant, durable, and cost-effective components while adhering to national procurement regulations and preferential scoring frameworks.

Scope

The scope covers the supply and delivery of all necessary accessories for medium voltage underground cable installations. This typically includes cable joints, terminations, splice kits, sealing compounds, stress control components, and associated hardware required for safe underground power distribution. Deliveries will be made to municipal-designated locations as required. The maximum contract value is R 300,000.00 (inclusive of VAT), with all quoted prices remaining valid until 30 June 2027. The municipality reserves the right to evaluate offers per unit, per section, or as a complete package, and may appoint multiple service providers if it delivers optimal value for money.

Technical Requirements

Bidders must ensure all supplied accessories comply with relevant South African National Standards (SANS) and International Electrotechnical Commission (IEC) specifications for medium voltage applications. Components must be rated for direct burial, offering resistance to moisture ingress, thermal cycling, mechanical stress, and typical soil conditions. Suppliers are expected to provide product data sheets, type-test certificates, and proof of conformity. Note: “Medium voltage underground cable accessories” refers to specialised electrical fittings used to connect, terminate, or repair insulated power cables installed below ground. These components maintain electrical integrity, prevent partial discharge, and ensure long-term reliability in subterranean environments.

Skills Requirements

Suppliers must demonstrate proven experience in sourcing and delivering electrical infrastructure components, particularly those used in MV cable networks. Essential competencies include:

• Knowledge of municipal supply chain management and regulatory compliance
• Capability to manage inventory, logistics, and timely deliveries to multiple municipal sites
• Quality assurance procedures aligned with industry testing and certification standards
• Familiarity with Broad-Based Black Economic Empowerment (BBBEE) certification and reporting requirements
• Financial stability and operational capacity to fulfil orders within the stipulated budget and validity period

Experience working with local government entities or utility providers is highly advantageous. Bidders must also be prepared to comply with strict submission guidelines, including physical envelope dimension limits and public bid opening procedures. The evaluation utilises an 80/20 preference point system, where 80% of scoring is allocated to price competitiveness and 20% to BBBEE status levels, in accordance with the Preferential Procurement Regulations of 2022.
