Objectives

The primary objective of this tender is to appoint a reliable supplier for the timely procurement and physical delivery of standard plumbing materials to support municipal infrastructure and maintenance projects.

Scope

The tender covers the supply and delivery of a wide range of plumbing and drainage components. Required items include:

• Cascade clamps in multiple steel specifications and diameter ranges
• Male and female elbows, HDPE adaptors, and galvanised nipples (20mm–25mm)
• HDPE pipes (Class 12) in 20mm and 25mm diameters
• Kemflex Johnson couplings and complete water meter piston assemblies (15mm)
• High-pressure 110mm and low-pressure 160mm UPVC underground sewer pipes
• Underground socket rubber rings, PVC sewer bends (90° and 45°)
• Standard manhole rings and covers/lids

Bidders must provide unit prices, total pricing inclusive of VAT, and explicit delivery timelines. The municipality retains discretion to award the contract wholly or partially.

Technical Requirements

• All goods must strictly match the specified dimensions, material classes, and pressure ratings detailed in the tender schedule.
• Bidders must confirm specification compliance; any deviations must be formally declared.
• A valid Tax Compliance Status (TCS) PIN or Central Supplier Database (CSD) number is mandatory for eligibility.
• Suppliers must submit proof of cleared municipal rates/taxes (not older than three months), company registration certificates, and current CSD reports.
• Quotations must remain legally binding for a minimum of 90 days post-closing.
• Successful bidders will be required to sign a formal purchase contract (MBD 7).
• Bids must be submitted physically in a sealed envelope, clearly labelled with the reference number, and deposited in the designated municipal tender box by 12:00 on the closing date. Electronic submissions, faxes, erasable ink, or incomplete bids will be automatically disqualified.

Skills Requirements

No specialised engineering qualifications, trade certifications, or technical skills are mandated. The tender focuses exclusively on commercial supply and logistics. Suppliers must demonstrate adequate sourcing capabilities, inventory management, and transport capacity to deliver the specified quantities within the agreed timeframe, alongside full administrative and financial compliance.

Unusual or Complicated Terms

• Non-Firm Pricing & Escalation Formula: Bids may be structured as non-firm, permitting future price adjustments. The adjustment applies to 85% of the original bid price using an official index formula categorised into economic factors (e.g., labour, transport) that must total 100%. The remaining 15% is fixed and exempt from escalation.
• Preferential Procurement Points: Evaluation follows an 80/20 or 90/10 scoring model. Up to 20 points are reserved for specific socio-economic goals: Black ownership (10 points), Youth ownership (5 points), and enterprises operating within the Letsemeng Municipality jurisdiction (5 points). Documentary proof is required to claim these points.
• Strict Physical Submission Protocol: The municipality enforces a rigid submission rule requiring physical delivery in sealed envelopes before the deadline. Digital, faxed, or informally prepared quotations are explicitly excluded from consideration.
