Objectives

To procure and deliver a comprehensive range of industrial, maintenance, and workshop tools to the Knysna Municipality’s Technical Services department efficiently, ensuring compliance with municipal supply chain management regulations and transformation objectives.

Scope

The tender covers the supply and delivery of specified hand tools, power tools, measuring instruments, and ancillary equipment. The contract value will not exceed R300,000.00 (excluding VAT). Successful suppliers must deliver all items to the designated municipal depot within 14 working days of receiving the purchase order. Quotations must remain valid for 90 days, and all delivery costs must be fully included in the submitted prices.

Technical Requirements

• Item Specifications: Suppliers must quote for every listed tool, adhering to exact models, capacities, and approved brand equivalents (e.g., Ingco or similar for power tools, precise millimeter specifications for wrenches, grinders, and drills).
• Pricing Format: A complete, itemized pricing schedule is mandatory, detailing unit rates and total amounts excluding VAT for all line items. Partial quotations will be rejected.
• Quality & Warranty: All goods must be new, unused, and free from design, material, or workmanship defects. A standard 12-month warranty applies from the date of delivery and acceptance.
• Compliance Documentation: Submission of completed municipal bidding forms (MBD series), a valid Tax Clearance Certificate, and a certified B-BBEE status level certificate are compulsory prerequisites for evaluation.

Skills Requirements

As this is a direct supply contract, no specialized engineering or technical installation skills are required. However, suppliers must demonstrate:

• Administrative proficiency in accurately completing complex municipal procurement documentation and declarations.
• Financial transparency to provide detailed cost breakdowns and maintain up-to-date SARS tax compliance.
• Logistical reliability to execute timely deliveries within the strict 14-day operational window.
• Familiarity with South African public sector procurement frameworks, including preferential procurement rules and regulatory submission protocols.

Explanation of Key Terms & Conditions

80/20 Preferential Procurement System: Evaluation points are allocated as 80% for price competitiveness and 20% for Broad-Based Black Economic Empowerment (B-BBEE) status levels, aligning with national economic transformation policies.

Prime Interest Penalty Clause: Failure to deliver within the stipulated timeframe triggers a financial penalty calculated daily using the current prime interest rate until actual delivery occurs, incentivizing strict adherence to schedules.

Performance Security: Within 30 days of contract award, the successful supplier must furnish a bank guarantee or certified cheque as financial assurance of contract fulfillment, protecting the municipality against non-performance.
